Position Summary & Responsibilities:
Introduction
The Benefits Manager provides leadership and oversight of the retirement teams within the Benefits & Member Services Division. The retirement teams administer the Kansas Public Employees Retirement System, the Kansas Police and Fire Retirement System, and the Retirement System for Judges pension plans and provide customer service support for 325,000 members and 1,500 public employers across Kansas. Requires comprehensive knowledge and interpretation of state and federal laws and regulations, legislative directives, policies, provisions and objectives established by the Retirement System’s Board of Trustees and Executive Director. Essential Responsibilities
Responsible for the direct supervision, team building, coaching, work assignments and scheduling of staff members who administer retirement benefit plans as well as survivor benefits for active members. Must establish and maintain a positive and effective team environment conducive to collaboration, communication and high morale. Makes recommendations related to hiring team members or taking disciplinary action.
Ensures team members provide responsive, high quality service to Retirement System members, public employers, other stakeholders and members of the public in a fast-paced environment by providing accurate and comprehensive information in a courteous and timely manner. Responsible for overall professional development, training and evaluation of team members required to be knowledgeable in all phases of Retirement System activities including, but not limited to, membership and enrollment, compensation and contributions, service purchases, account withdrawals and rollovers, benefit counseling, retirement and disability benefits, and claims processing.
Provides project support and leadership as a functional expert for ongoing retirement programs and technology to improve business processes, enhance efficiencies and maintain functional knowledge of the benefit plans and systems. Identifies system and procedural inconsistencies or inefficiencies and recommends and leads process improvements. Oversees implementation of new policies and procedures.
Audits, authorizes and approves retirement benefit payments, including lifetime monthly benefits and partial lump-sum option benefits, and revisions to member records or payments.
Ensures the Retirement Act, applicable federal and state laws and regulations, Internal Revenue Service guidelines and Retirement System policies are followed in the delivery of retirement and survivor benefits to Retirement System members and their beneficiaries.
Investigates and resolves complex or sensitive member and employer benefit or customer service issues or complaints. Requires interpreting guidelines, regulations, policies, and laws as well as operational knowledge of the team’s assigned benefit programs. Requires extensive analysis of supporting documents and verification of financial and confidential information. Routinely defuses volatile member or employer situations and requests calmly and courteously.
Collaborates extensively with third-party administrator for disability benefits and insurance companies for life insurance benefits.
Manages calculation and delivery of benefits for three types of Qualified Domestic Relations Orders accepted by the Retirement System. Audits, authorizes and approves QDRO payments to members and their former spouses.
Maintains functional knowledge of the Deferred Retirement Option Program and the retirement estimate request process for members and employers.
Prepares statistical data and performance metrics for submission to the Chief Benefits Officer, Executive Director and Board of Trustees. Resolves compliance issues and makes recommendations for reallocating resources as needed.
Establishes procedures or makes recommendations for achieving objectives of the retirement teams and the Benefits & Member Services Division. Makes recommendations and collaborates in development and revision of informational materials and forms for customer constituencies and educational materials for staff.
Completes special projects as assigned to carry out the mission and goals of the Benefit & Member Services Division and the Retirement System.
Qualifications:
Experience and Education Required
Five years of experience in public or benefits administration with three years of professional supervisory experience. An undergraduate degree from an accredited four-year college or university in business, management, public administration or relevant field. Experience or education may be substituted as determined relevant by the agency.

Ability to maintain a professional demeanor in volatile situations requiring a high degree of sensitivity, tact and diplomacy. Demonstrated ability to maintain strict confidentiality, professionalism, integrity and compliance with applicable laws and regulations. Excellent written and oral communication skills including ability to convey complex or sensitive information in an understandable manner. Ability to understand and interpret state and federal laws and regulations, policies and directives. Experience working with computer applications including Microsoft Office products. Proficiency in Spanish is a plus.-
