The Compliance and Quality Control Division (CQC) Senior Systems Advisor position reports to the Director of Contract Management Assessment Unit of CQC. This position performs advanced (senior-level) systems analysis, including the development of systems for the collection, management and analysis of data, and data analysis.
Responsibilities include developing and implementing data collections systems; guiding the technical analysis, improvement and selection of systems and tools that optimize the use of data toward division goals and objectives; and preparing reports to present, identify and interpret data patterns and trends and assess data quality. Work involves the development, management, and maintenance of data collection systems; and querying, analyzing, and reporting on trends and patterns in datasets; developing, implementing, and testing solutions to complex applications problems; performing systems management and integration; and improving existing systems and associated processes and workflows.
May supervise the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions:
EJF1. Works with CQC executive leadership to identify data analytics and system needs. Assesses processes and procedures and makes recommendations to improve consistency, accountability, and effectiveness of data analysis and systems, primarily related to procurement and contracting functions. Identifies, analyzes, and makes recommendations for changes to existing HHSC applications, including CAPPS Financials and SCOR, to facilitate the collection of data in support of division goals and objectives. Identifies related data across CQC business units and assists division directors in making recommendations for analysis to increase the collaboration and effectiveness of the units in identifying and resolving agency-wide issues. (30%)
EJF2. Develops, manages, and maintains data collection systems using available resources, including Microsoft Excel, Forms, Power BI, and Power Automate. Researches and recommends systems and strategies to improve data collection and reporting in alignment with division goals and objectives. Identifies, drafts, and maintains documentation of business needs and requirements for technology systems. Tests and conducts quality assurance on CQC division data collection systems. Develops, documents, and ensures standards for the quality of data in CQC division data collection systems (20%)
EJF3. Identifies, queries, and analyzes datasets, including datasets from CQC-collected data in Microsoft Excel, the HHSC CAPPS Financials System and the HHSC System of Contract Reporting (SCOR). Provides analysis, reporting, and graphical interpretation of trends and patterns in division datasets and systems in alignment with division goals and objectives. Develops and maintains analytical tools, such as Power BI or Excel dashboards, for data that is routinely reported on and analyzed. Analyzes and reports on data quality and reliability. (20%)
EJF4. Coordinates and/or participates in the development and execution of division-level strategies and technical direction, including establishing processes and procedures for executing and maintaining road maps. (10%)
EJF5. Represents CQC on workgroups, conferences, committees, and meetings. Works cooperatively and collaboratively to build effective business relationships with other HHS agency partners. (10%)
EJF6. Manages special projects and reports for the division. Performs other duties as assigned. (10%)
