Job Duties

Who We Are:

The Ohio Facilities Construction Commission (OFCC) oversees capital projects undertaken by state agencies and state-supported institutions of higher education; manages Ohio's school facility programs which provide support for the construction and renovation of public K-12 schools; and administers the funding for community-based cultural and sports facilities projects.

The Commission sets uniform rules, procedures, and standardized documents for state construction under Chapter 153. 

The legislature established the Commission in 2012 with the merger of the Ohio School Facilities Commission (OSFC) and the former Office of State Architect. In 2013, the Commission undertook oversight of the cultural facilities grants program. In 2017, the legislature further folded all OSFC duties and responsibilities into the Commission, thereby consolidating guidance and oversight for its various programs into one entity.

In 2021, the Commission celebrated 100 years of public construction in the Buckeye State.

What We Do:

The Ohio Facilities Construction Commission oversees capital projects undertaken by state agencies and state-supported institutions of higher education; manages Ohio's school facility programs which provide support for the construction and renovation of public K-12 schools; and administers the funding for community-based cultural and sports facilities projects.

What You'll Do:

Coordinates with staff, sub-recipients, and attorneys on legal issues and disbursement of grant funds Manages fiscal aspects of grants, and ensures grant recipients’ adherence to state &/or federal procurement rules & regulations governing grant expenditures Oversees preparation & submission of required state &/or federal fiscal reports Assists in the planning & developing of policies and procedures Determines priorities & time schedules Serves as liaison with federal, state & county agencies & general public, disseminates information, explains programs Plans, organizes & conducts meetings, conferences & seminars Collects, reviews, synthesizes, and presents organizational and project-related material to support the project approval process, reporting progress to management regularly Compares submitted materials to project standards Reports any variance from requirements to appropriate personnel In collaboration with Commission staff, provides technical assistance and management oversight to grant recipients Provides programmatic, operational, or fiscal information upon request to Commission members and staff, non-profit organizations, and local government entities Maintains a comprehensive knowledge base of applicable laws and regulations about grant awards Attends pieces of training to gain a better understanding of current grant practices Assists other fiscal and grants staff in the performance of their work develops, accumulates, and assimilates appropriate programmatic, operational, or fiscal information pertinent to grant projects, reporting progress to staff, management, and the Commission regularly Collaborates with and assists other staff with media inquiries, publications, correspondence, and various agency reporting requirements Other duties as necessary

Maternity Benefits Available to Enrolled State Employees

The State of Ohio is expanding maternity health care benefits available to state employees enrolled in the Ohio Med PPO and Ohio Med NN (narrow network) medical plan options. Several prenatal, childbirth and post-childbirth services will be provided at no out-of-pocket cost to employees utilizing network providers.

Examples of services now covered by network providers at 100% include:

Prenatal care, including physician visits and examinations.

Home health care services are designated as maternity care (for expectant members on bed rest).

Inpatient claims for all types of delivery.

Inpatient NICU claims, from birth through discharge.

Postpartum care, including office visits for follow-up, and procedures/treatments directly related to maternity.

Medications prescribed for both antepartum and postpartum conditions (, morning sickness, postpartum depression). Medical services provided by non-network providers will be processed at the applicable coinsurance, deductible, and out-of-pocket limits.

Prescription drugs that are directly related to maternity care will be covered with no copay. The State of Ohio has collaborated with the prescription drug third-party administrator (OptumRx) to provide a that can be approved for zero copays via prior authorization from providers.

Ohio Public Employees Retirement System
