Summary

The incumbent is responsible for planning, coordinating and performing all major maintenance activities within their area of responsibility. The supervisor serves as the technical expert for asset management, including historic asset preservation, road maintenance, train maintenance, general construction renovation, and utilities maintenance over several camping areas and recreational sites.

Duties

Supervises the daily maintenance operations for historic and non-historic assets that includes unpaved road maintenance, historic structures, maintained landscapes, trail maintenance, general construction renovation, facilities, public utilities, camping areas and recreational sites dispersed over designated area at the park unit.

Develops short and long-term asset management plans writing project descriptions, project justifications, determines eligible funding sources, assuring written projects meet criteria for funding sources, directs project execution and closeout of project work order as part of planning and executing the parks asset management plan.
Prepares projects utilizing the Facility Management Software System (FMSS), cost estimates in the Cost Estimating Software System (CESS), logically grouping work order the initial projects in the Project Scoping Too) (PST) and finalizing projects in the Project Management Information System (PMIS) database for the Chief of Facility Management's review.
Requires knowledge of the laws and regulations applicable to building maintenance, maintenance workforce hazards including but not limited to: Office of Safety and Health Administration (OSHA), American National Standards Institute (ANSI), National Institute for Occupational Safety and Health (NIOSH), applicable Federal Acquisition Regulation (FAR) and purchasing regulations, NPS Safety and Health Guidelines NPS - 50, Section 106 Compliance Guidelines of the National Historic Preservation Act (NHP A), National Environmental Policy Act (NEPA) Compliance Guidelines.
Serves as the parks Contract Officers Representative (COR) for project and service contracts and can be named as the site inspector or subject matter expert for projects with no COR designation.

U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Position is required to have or have the ability to hold a valid Contracting Officers Representative (COR) certification within 1 year of EOD. Serves as COR for on-site construction and maintenance contracts Ability to lift 50 pounds.

Qualifications

To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors:
SCREEN OUT: Ability to supervise through subordinate supervisors: Independently performed the work as a Maintenance Mechanic Supervisor, WS-4749 including responsibility for the development, implementation, management and supervision of long/short-range and day-to-day activities of a park, or similar field maintenance operation including: repair of facilities (historic, non-historic buildings and housings units), utilities, roads, ground trails, fences, campgrounds, day use areas, comfort stations, sign operations, and vehicle fleet operation/maintenance; leading the hiring process for key vacancies by performing the recruitment process including, reviewing applications, interviewing, checking references and making selections. Perform work for performance appraisals and personnel conduct and performance. Planning, budgeting, estimating, scheduling, tracking and executing project work and reoccurring operational and maintenance activities. Supervising multiple crews in the maintenance, preventative maintenance, new construction, operation, recurring work for project and program operation, maintenance, and construction.
