Job Description:
The Information Technology Business Analyst III reports to the Child Protective Services (CPS) IT Liaison within the CPS Program Operations. This role entails performing advanced project management tasks, including coordinating diverse projects at different stages, monitoring project progress and schedules, and communicating with relevant stakeholders and management. Additionally, responsibilities may involve gathering and documenting user requirements, reviewing and improving CPS business processes, conducting user acceptance testing, providing post-implementation system support, representing CPS in IT-related meetings, and offering ongoing support throughout CPS's systems development life cycle. The position may also involve supervisory responsibilities, including directing, assigning, and evaluating the work of project staff. This role operates with limited supervision and offers considerable latitude for initiative and independent judgment.

** This position has the potential for full-time telework position and may be housed statewide. ** Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs duties as assigned:

* Represents CPS as a liaison to DFPS IT partners, internal or external, empowered to make decisions on behalf of CPS. Project manages the CPS division efforts in IT initiatives. (25%)

* Reviews complex project deliverables such as project charters, system design and configuration documents, test plans and other key project management documentation; and provides comments and suggestions to the document owners as to CPS requirements. Ensures these deliverables are in alignment with federal and state regulations. (20%)

* Manages the project lifecycle process for CPS, with both internal and external business partners, which includes coordination of: gathering user requirements, quality assurance validation, and user acceptance testing for CPS IT projects. Manages the project's scope, acceptance, installation, deployment, and timeline as it relates to CPS. (20%)

* Develops appropriate communications plans to CPS leadership regarding CPS IT projects, as well as communication to IT on behalf of CPS. Creates communication and coordination plan for CPS resources as they pertain to IT projects, changes, or defects. (10%)

* Manages post-implementation coordination on behalf of CPS, including detailing and entering requests for new data products based on the requirements of the IT projects. (5%)

* Attends vendor demonstrations as they relate to CPS technology needs or technology needs that impact CPS. (5%)

* Coordinate the analysis of program policies and procedures to determine their effect on automated systems and system functional areas. (5%)

* Submits business relationship manager (BRM) intake forms, change requests, and other project-related forms. (10%) Knowledge Skills Abilities:
Knowledge of software development lifecycles as well as the processes and best practices of business requirement elicitation, testing, security, accessibility, and implementation for software products.

Skill in interpersonal relationships, including the ability to work with people under pressure, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships with various level personnel in governmental entities.

Ability to manage multiple projects and project activities; to establish project goals and objectives; to exercise sound judgment in making critical decisions; to analyze complex information and develop plans to address identified issues; to demonstrate negotiation and facilitation skills; to identify project risks and gaps; to prepare reports; to communicate effectively; and to direct, assign, and evaluate the work of project staff.

Ability to mentor others in a constructive manner and follow through on assignment completion.

Ability to adhere to established DFPS project management practices and drive improvements where appropriate.

Ability to analyze and interpret complicated technical information and translate it to easily understandable and concise documents and oral presentations for project team members, agency executives, and other stakeholders.

Advanced Microsoft Office skills, particularly with Word, Excel, PowerPoint, SharePoint, MS Project, and Visio.
