Duties

As a Fish and Wildlife Administrator you will have significant managerial, leadership, and advocacy responsibility for programs, issues, and policies relative to the protection of fish and wildlife resources within an assigned program or geographic area. Responsibilities include the implementation of national policies related to the conservation, protection, and management of fish and wildlife resources; providing effective leadership, direction, and coordination in the development and execution of high-priority science activities; accountability for an assigned broad programmatic, extremely sensitive and complex project, or large multi-state geographic area; and the achievement of goals and objectives carried out by subordinate staff, project leaders and/or teams through line management operations. Your duties will include but are not limited to the following:

Establishes field office goals, plans, and objectives both short and long term; plans, organizes, supervises, assigns, and establishes projects and provides technical expertise on biological investigations; oversees review of projects and ensures achievement of Service goals and objectives for trust natural resources. Represents the Service, taking lead roles at agency and interagency planning sessions, workshops and meetings. Carries out all aspects of administration of the Endangered Species Act (ESA) and coordinates endangered species activities with affected federal and state agencies and the public; serves as the primary point of contact between the Service and state fish and wildlife agencies regarding ESA authorities. Defines projects and leads negotiation for reimbursable funding, tracking of expenditures, and monitoring completion of scopes of work. Reviews and comprehends the current thrusts of the major conservation organizations regarding their policies toward fish and wildlife resources and actively participates with conservation groups, states, and local entities to keep them advised of Service activities. Exercises the full range of supervisory and managerial duties for a staff of professional biologist and support subordinates.

Yes, entitlements for payment of basic moving expenses, as required and to the extent allowed by the Federal Travel Regulation (FTR) 302-3.101, are authorized for eligible applicants changing duty station when the change meets the distance tests as provided in FTR 302-1.1 and 302-2.6. Qualifications

Only experience and education obtained by 06/14/2024 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement: Degree: In biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Coursework equivalent to a major, or at least 30 semester hours in courses, as shown above, plus appropriate experience or additional education. OR Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described above. AND

Minimum Qualification [GS-14]
One (1) full year of specialized experience comparable in scope and responsibility equivalent to grade GS-13 in the Federal service. Specialized experience includes: 1) coordinating, supervising or leading a branch, field station, or team focused on the management/conservation of natural resources; 2) identifying and solving challenging and complex issues related to natural resource management/conservation, visitor services, outreach, or other natural resource programs; 3) serving as a natural resource or conservation organization manager or coordinator representing an entity in negotiating with diverse individuals or groups; 4) exercising direct responsibility for developing or implementing policies, plans, standards or procedures to carry out fish and/or wildlife management/conservation; and 5) managing teams focused on the planning, directing, or executing of short and long term activities in fish and/or wildlife management/conservation that affect a diverse group of stakeholders/partners.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
