Introduction
Are you passionate about local government budgeting? Do you enjoy analyzing and solving complex issues in a fast-paced, team environment? Loudoun County, Virginias Office of Management and Budget (OMB) seeks to hire three Management Analysts to play a critical role in the Countys annual operating budget process and organizational problem solving. After a training period, this position is eligible for up to three days of telework per week.
Job Summary
The ideal Management Analyst shares a passion for local government, prioritizes problem solving and collaboration, and thrives in a fast-paced, results-oriented environment. The successful candidate should also have a team-oriented approach and strong analytical and writing skills and values excellent customer service and innovation. OMB is responsible for the coordination and technical work in the preparation and presentation of the County's annual Proposed and Adopted Budgets; advises and assists departments with financial management and policy development; provides training and consultation to departments in budget, budget systems, and performance management; and supports departments through management analyses and program evaluations to improve the effectiveness of County programs. The position is high-visibility and produces work products and recommendations that guide the Budget Director, County Administrator and Board of Supervisors on resource allocation decisions for the organization. The analyst acts as a subject matter expert for the financial and policy decisions and analysis for their assigned departments.
OMB is a multi-divisional office within the Office of the County Administrator. OMB has responsibility over the development of the operating and capital budgets, as well as debt management and long-term development and demographic forecasting. Minimum Qualifications
The County will consider candidates for both Management Analyst III and Management Analyst IV, depending on qualifications. The salary range for the Management Analyst III is $68, - $119, The salary range for the Management Analyst IV is $73, - $127,
Management Analyst III: Requires a bachelors degree in a related field; three (3) years of related work experience in areas such as government, budget, public policy, or analysis; or equivalent combination of education and experience.
Management Analyst IV: Requires bachelor's degree in related field; four (4) years of related work experience in areas such as government, budget, public policy, or analysis; or equivalent combination of education and experience.
This position requires thorough knowledge of Excel, Word, and PowerPoint. Experience with Microsoft 365 suite, Oracle or other enterprise resource planning software, and Hyperion is a plus and strongly preferred.
