This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

JOB SUMMARY

This classificationis located in the Emergency Medical Services Division of the Oklahoma City Fire Department within the City of Oklahoma City and is responsible for providing co-response interventions for behavioral health calls including but not limited to mental health crises and overdoses.

ESSENTIAL FUNCTIONS

Responds to crisis calls from various referral sources, including but not limited to the Crisis Call Diversion Center (CCD) and 988 Dispatch. Conducts thorough trauma-informed assessments to determine behavioral health service needs, level of care, and recommends an effective patient treatment plan. Performs crisis stabilization and safety planning procedures to promote safe integration within the community. Offers short-term case management including linkage, advocacy, and referrals to foster ongoing crisis stabilization and active participation in continued care. Educates family members on mental health symptoms, treatment, and community resources and referrals, when appropriate and when available. Ensures timely processing of patient confidential health documentation as required by law. Coordinates or provides behavioral health training and staff development activities for Mobile Integrated Health personnel and Oklahoma City Fire Department employees.  Performs other duties as assigned.

VETERANS PREFERENCE

Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. To receive preference, veterans must submit verification of honorable discharge from the United States military service (Department of Defense Form DD214 or NGB Form 22) prior to the closing date of the vacancy announcement. 

MINIMUM QUALIFICATIONS

Minimum of two (2) years related experience with community social services and health agencies. Master’s degree in Social Work, or Marriage and Family Therapy, Clinical Psychology, Counselling Psychology or Clinical Mental Health Counseling. Possession of a valid Driver License (Operator). Possession of a Licensed Professional Counselor or Licensed Alcohol and Drug Counselor or Licensed Marriage and Family Therapist or Licensed Clinical Social Worker. 

NOTE: License(s) must be in good standing with the State of Oklahoma Licensing Authorities.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of technology and ability to complete electronic medical records. Knowledge of clinical proficiency, crisis intervention, crisis management, and de-escalation. Skill in crafting and maintaining clear, concise, and routine reports and correspondence. Skill in and ability to communicate verbally and in writing with healthcare professionals, law enforcement representatives, first responder organizations, fire department personnel, and the public. Skill in and adept at cultivating and sustaining effective working relationships with fellow staff, healthcare professionals, and the general public. Ability to manage time and prioritization effectively. Ability to maintain required licensure and certifications in the behavioral health field through ongoing participation in training, and continuing education. Ability to adhere to departmental policy and procedures, Oklahoma Department of Mental Health, and Substance Abuse Services (ODMHSAS) standards and criteria, federal and state confidentiality rules and regulations, laws, and professional standards. Ability to assume responsibility for work performed and accountability for decisions made.

WORKING CONDITIONS

Primarily indoors, subject to sitting, standing, walking, or using a telephone for extended periods of time. Possible exposure to various risks to include needles, body fluids, chemicals, and biological hazards. Subject to making life or death decisions during emergency conditions. Possible exposure to sights and smells associated with medical traumas. Outside occasionally, may be exposed to heat, cold, humidity, rain, etc.  Occasionally required to work hours beyond normal working hours and/or weekends. Occasional out-of-town travel for seminars, meetings, etc., local travel required.

Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.

PHYSICAL REQUIREMENTS

Visual acuity enough to see in poorly lit conditions. Flexibility enough to maneuver in tight spaces. Flexibility enough to reach, stoop, bend, push, pull, and lift up to 50 pounds without assistance. Stamina enough to walk and stand for long periods of time.

Pay Method: City employees are required to receive pay electronically, either via direct deposit or pay card.

Background Investigation, Drug Testing, Physical Examination: Upon a conditional offer of employment/acceptance of position, the City of Oklahoma City will conduct a criminal history background check for external applicants. Applicants will be provided contact information for any third-party reporting agencies used to collect background information in connection with conditional offers of employment.

If the position accepted includes a driver license (commercial or non-commercial) Job Requirement, the City of Oklahoma City will obtain a Motor Vehicle Report for internal and external applicants. 

If the position accepted is safety sensitive and/or a driving position, internal and external applicants will be provided a copy of the City of Oklahoma City's Drug and Alcohol Testing Policy prior to being directed for a drug test.

If the position accepted is cyber security sensitive, internal and external applicants will be subject to a Criminal Justice Information Services (CJIS) Interstate Identification Index (III) Fingerprint Background check. Additionally, employees in this job classification must complete Level 4 Security Awareness Training and pass an online certification test.
