JOB SUMMARY 

The Mobile Integrated Healthcare Navigation Responderis located in the Emergency Medical Services Transport Division of the Oklahoma City Fire Department and is responsible for providing co-response interventions for behavioral health calls including by not limited to mental health crises and overdoses.

ESSENTIAL JOB FUNCTIONS 

Manages incoming calls to the Crisis Call Diversion Center, 988 Dispatch and other referral sources and determines deployment of the Crisis Response Team, or other alternative response teams. Collects comprehensive information about a consumer's situation through interviews and other relevant sources, utilizing verbal de-escalation as needed to ensure effective engagement.  Conducts thorough trauma-informed assessments to determine behavioral health service needs and the level of treatment required.  Creates crisis stabilization and safety plans to facilitate an individual's safe integration within the community.  Offers individual short-term case management services including linkage, advocacy, and referral to foster ongoing stabilization resources.  Actively participates in continued care, with a commitment to ensuring social and/or familial support when appropriate and available.  Educates family members on mental health symptoms, treatment, and community resources.  Ensures timely processing of patient confidential health documentation as required by law.  Performs other duties as assigned. 

 MINIMUM QUALIFICATIONS 

Minimum of two (2) years of community behavioral health or related experience working with individuals experiencing substance use disorders, mental health conditions, disabilities, and/or housing insecurity. Bachelor’s Degree in related field. Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSA) Behavioral Health Case Manager II certification.  Possession of a valid Driver License (Operator). 

KNOWLEDGE, SKILLS, AND ABILITIES 

Knowledge of technology including Microsoft suite programs.  Skill in effective time management, scheduling, and prioritization. Skill in crafting and maintaining clear, concise routine reports and correspondence.  Ability to work independently, draft reports, complete electronic medical records, and document services within legally required timeframe.  Ability to cultivate and sustain effective working relationships with consumers, community members, Oklahoma City Fire Department personnel, Oklahoma City 911 and 988 Dispatch, healthcare professionals, and the general public.  Ability to communicate effectively and efficiently with diverse stakeholders, including healthcare professionals, law enforcement representatives, first responder organizations, fire department personnel, and the public, in formal, informal, or educational/public relations contexts.  Ability to maintain required certifications and/or licenses.  Ability to maintain working knowledge of current trends and developments in the behavioral health field through ongoing participation in training, continuing education, and other educational opportunities.  Ability to adhere to departmental policy and procedures, Oklahoma Department of Mental Health, and Substance Abuse Services (ODMHSAS) standards and criteria, federal and state confidentiality rules and regulations, and any special funding source requirements.  Ability to assume responsibility for work performed and accountability for decisions made.  Ability to adhere to all laws, professional standards, and ethical codes.

This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

WORKING CONDITIONS

Subject to standing, walking, or using a telephone for extended periods of time.  Possible exposure to various risks to include needles, body fluids, chemicals, and biological hazards.  Subject to making life or death decisions during emergency conditions.  Possible exposure to sights and smells associated with medical traumas.  Outside occasionally, may be exposed to heat, cold, humidity, rain, etc. Occasionally required to work hours beyond normal working hours and/or weekends.  Occasional out-of-town travel for seminars, meetings, etc.; local travel required. 

Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.

PHYSICAL REQUIREMENTS

Arm and hand steadiness and finger dexterity enough to operate medical equipment, keyboards, etc. Near vision enough to read written and machine generated documents such as EKGs, computer generated reports, standardized forms, BLS equipment, medication bottles, etc. Speech and hearing enough to communicate in person, by telephone and in group speaking situations. Visual acuity enough to see in poorly lit conditions.  Flexibility enough to maneuver in tight spaces.  Flexibility enough to reach, stoop, bend, push, pull, and lift up to 50 pounds without assistance.  Stamina enough to walk and stand for long periods of time.
