Job Description:
Disaster Finance Specialist

The Disaster Finance Specialist works in the Response and Recovery Unit of the Center for Health Emergency Preparedness and Response (CHEPR). This unit prepares agency employees to respond to state-wide disasters and serves as the agency’s emergency operations center. Staff in this unit serve as members of the DSHS Incident Management Team during response and recovery operations. This position performs work related to Public Health and Medical Response. Duties include developing budgets, tracking costs/expenditures, producing financial reports, reviewing disaster contingency contracts, requests for proposals (RFPs); gathering and analyzing data to assist with performance improvement projects; identifying and developing disaster response program improvement protocols; Developing operating plans and procedures; Recommends and participates in training and exercise activities related to emergency management.

Team members have the ability to telework 4 days per week, however, employees must be able and willing to travel up to 20% of the time. During public health response activations, which can last two to four weeks, employees must be able to report onsite within two hours and work a 12–14-hour shift.

Multiple vacancies may be filled from this job posting. Positions filled from this job posting are temporary positions and will only be filled through the duration of the grant cycle which is expected to last through August 31, . Essential Job Functions:
(65%) Accounting & Finance
Supports the finance team as a subject matter expert for the Response and Recovery Unit; Assists with overseeing disaster response related expenditures, completing emergency response reimbursement applications, and monitoring response contract performance; Analyzes and recommends improvements or revisions to the disaster response accounting system. Examines billing, fiscal data, and eligibility determinations for compliance with contract terms; Evaluates data to ensure funds are used appropriately; Designs workplace tools which support tactical operating plans and procedures for the Statewide Medical Operations Center (SMOC).

(20%) Program Support
Assists with the staffing plan and developing and implementing training related to the SMOC Finance Section. Reviews and conducts needs assessments to determine requirements for purchasing goods or services; Identifies potential contracts and services necessary to improve disaster response; Assists with management and reimbursement from agency contractors; Develops workflow processes and evaluates plans, procedures, or guidelines as needed. Ensures effective disaster response communication and coordination with local, state, and federal agencies.

(10%) Process Improvement
Contributes to After Action Review evaluations; Revises polices, plans, and procedure to improve future response activities by integrating best practices and lessons learned.

(5%) Other Duties as Assigned
Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Knowledge Skills Abilities:
Knowledge of:
• Accounting, finance, auditing, or budgeting.
• The National Incidental Management Systems (NIMS) and National Response Framework.
• Local, state, and federal laws and regulations relevant to Federal Emergency Management Agency FEMA) programs.
• Software, systems, and communication tools such as WebEOC, Grants Portal, and Grants Management System.
Skill in:
• Computer software including but not limited to Microsoft Word, Excel, Outlook, CAPPS Financials, and Quickbase.
• Managing multiple projects and meeting tight deadlines.
• Implementing plans and procedures.
Ability to:
• Review and interpret policies, procedures, and regulations.
• Analyze facts and devise solutions to problems.
• Prepare concise reports.
