Summary

What General Information Do I Need To Know About This Position?

This is a term appointment not to exceed 13 months with possible extensions up to a total of 4 years without further competition. Appointment to this position will not convey permanent status in the Federal service.

Salary: $74,642 (Step 01) to $97,034 (Step 10);
NOTE: First time hires to the Federal Government are typically hired at the Step 01 .

Duties

This is an Interdisciplinary Scientist Data Management position and may be filled as a Geographer or Biologist or General Engineer or Physical Scientist or Librarian within the Pacific Coastal & Marine Science Center, some of your specific duties will include:

Acts as primary metadata reviewer to provide the Center's technical review of metadata associated with scientific data publications and releases and any other product that includes scientific data, to ensure clarity, completeness, and compliance with USGS Fundamental Science Practices (FSP), Federal Geographic Data Committee (FGDC), and International Organization for Standardization (ISO) standards. Ensures publications and data releases are accessible to the public through metadata crawlers Ensures that new Web pages are consistent with relevant design and formatting standards; and advises content developers on Web page requirements. Designs, documents, and maintains internet/web operations through standard operating procedures, maps, diagrams, and descriptions. Provides Internet services such as Web sites and file transfer protocol sites; converts user developed content into workable Web pages; creates basic scripts or code; evaluates code and repairs errors; and ensures that Web-based content is accessible to all users. Coordinate efforts to enhance GIS-oriented data publications with Center staff to ensure publication of scientific data, metadata, software, and records of the Center. Primary GIS functions may be data analysis, management, inventory, and delivery, particularly for large datasets in geospatial format for USGS Coastal and Marine Hazards and Resources Program. Operates a government vehicle as an incidental driver.

Working Conditions:
The work is usually sedentary but may include lifting of light office objects. Occasional travel is required to training, meetings, conferences, or to the field.

Qualifications

BASIC EDUCATION REQUIREMENT FOR GEOGRAPHER, GS-0150: Applicants must meet A or B below to satisfy the basic education requirement for Geographer .

A. Degree in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.
OR
B. A combination of education and experience-- courses equivalent to a major in geography, or a related field that included at least 24 semesters hours in geography or related fields, as shown in "A" above, plus appropriate experience and/or additional education. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. BASIC EDUCATION REQUIREMENT FOR GENERAL ENGINEERING, GS-0801: Applicants must meet A or B below to satisfy the basic education requirement for General Engineering .

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

BASIC EDUCATION REQUIREMENT FOR PHYSICAL SCIENTIST, GS-1301: Applicants must meet A or B below to satisfy the basic education requirement for Physical Scientist .

A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours or the equivalent in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. A combination of education and experience--education equivalent to one of the majors shown in "A" above (24 semester hours or the equivalent in physical science, engineering, or mathematics) that included at least 24 semester hours or the equivalent in physical science and/or related engineering science as described above, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above.

BASIC EDUCATION REQUIREMENT FOR LIBRARIAN, GS-1410: Applicants must meet A or B below to satisfy the basic education requirement for Librarian .

A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree.
OR
B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

Only applicable to Engineering, GS-0801: Possess 1 year of appropriate professional experience (i.e., non-routine engineering work that required and was characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability) AND have successfully completed a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering.
OR
Possess a combination of 1 year of appropriate professional experience (i.e., non-routine engineering work that required and was characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability) AND Superior Academic Achievement (upper third of my graduating class based on completed courses; or GPA 3.0 or higher out of a possible 4.0 on official transcript based on 4 years college, or based on courses completed in final 2 years of curriculum, or GPA 3.5 or higher based on average of required major courses competed in final 2 years of curriculum; or Member of a national scholastic honor society recognized by Assoc. of College Honor Societies).

For GS-09:
In addition to the basic education requirement as stated above, applicants must meet one of the following to qualify for the GS-09 level:

**Master's or equivalent graduate degree in Geography, General Engineering, Physical Science, Librarian or other directly related field of study or 2 years of progressively higher-level graduate education (36 semester hours, 54 quarter hours or the equivalent) leading to a master's degree in geography, General Engineer, Physical Science, Librarian or other directly related field of study if it provided the knowledge, skills and abilities necessary to do the work of the position to be filled.

**OR one year of appropriate professional experience in Geography, General Engineering, Physical Science or Librarian that is equivalent to at least the GS-07 level in the Federal service.

Examples of such experience could include: 1). compiling and evaluating basic geographical facts from a variety of specified sources, ascertaining discrepancies in data, and presenting geographical information from specified maps, charts, and other source materials in the most useful format: 2.) apply fundamental and diversified professional engineering concepts, theories, and practices to achieve engineering objectives with versatility, judgment, and perception which allows the ability to adapt and apply methods and techniques of related scientific disciplines to organize, analyze, interpret, and evaluate scientific data in the solution of engineering problems. 3). may include performing a variety of observations, computations, compilations and analyses in assisting higher-level scientists in carrying out physical science assignments. This work experience would have involved following established methods and procedures, or detailed instructions; using some judgment in applying basic principles and procedures; and independently completing recurring assignments: 4). maintaining and updating the electronic catalog of library holdings; maintaining an accurate record of the journal holdings; performing literature searches in a computerized database by using knowledge of subject-heading structure and logic of search information; utilizing the computer to access library databases, online journals, online library services, the internet, and electronic mail to identify and obtain information; and conducting research on technical and scientific information; performing literature reviews to gather information used for regulatory or scientific purposes; reviewing and evaluating scientific data to determine accuracy and completeness; and preparing reports or presentations related to the results of scientific tests or studies.
