Job Description:
This position leads and implements evaluation, assessment, data collection, and performance measure reporting activities; evaluates data sources; analyzes data; and produces written reports. In collaboration with multiple internal and external stakeholder, this position develops, plans, and implements evaluation activities and strategies related to public health workforce, infrastructure, and data systems funded through the Public Health Infrastructure Grant (PHIG). The Regional and Local Health Operations Division (RLHO) manages the PHIG.

The Program Evaluator will be responsible for:
• Leading program evaluation and performance measurement initiatives for the PHIG.
• Collaborating with multiple internal and external stakeholders to develop and plan evaluation activities and strategies to meet grant requirements and workforce and business needs.
• Coordinating with the grant administration team on the development of subrecipient reporting requirements, development and tracking of evaluation plans and performance measures, and, as necessary, workplan revisions.
• Guiding continuous quality improvement activities for DSHS workforce recruitment, retention, and engagement initiatives based on evaluation results.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

The PHIG Program Evaluator essential job functions include:
• Developing strategies, designing evaluation methodologies, and evaluating workforce and foundational capabilities data.
• Analyzing evaluation and assessment data and using results to guide program improvements. Producing reports summarizing key findings, successes, opportunities, barriers, and challenges.
• Participating in technical assistance calls to receive evaluation support, share evaluation tools, strategies, and other best practices.
• Coordinating with the Workforce Director to track and provide technical assistance for agency participation in relevant national and state organizations and workforce assessments.
• All DSHS staff will actively participate and/or serve in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Knowledge Skills Abilities:
• Knowledge of frameworks for strategic planning and program evaluations, including design, data collection, data analysis, and reporting.
• Skill in program evaluation and data analysis.
• Skill in leadership, communication, and working collaboratively with diverse groups.
• Ability to identify problems, evaluate alternatives, and implement effective solutions.
• Ability to communicate effectively, both verbally and in writing.
• Ability to organize workload, set priorities, and meet deadlines.
