Duties

Major Duties--

Lead at least three full-time employees performing duties associated with the collection of fee revenue and donations collected from the public under the authority of published policy, guidance, and regulations. Serve as a front-line, recognizable representative, answering visitor questions and explaining the area's recreational opportunities, including interpretive services, concession operated facilities and services, campground availability, hiking trails, etc. Perform assignments in accordance with all published policy, guidance and regulations governing the handling of funds. Provide on the job training, mentoring, and coaching to employees, volunteers, and/or interns in accordance with established procedures and practices. Work to resolve difficult or sensitive problems associated with the collection, remittance, and deposit of fee revenue and donations. Physical Demands
This position requires standing for long periods of time, as well as walking, bending, and lifting of moderately heavy items. Mental stress and physical fatigue occur due to the high volume of personal contacts and the responsibility of dealing with large amounts of money. If applicable, extreme physical exertion may be required while performing search and rescue, wildland firefighting, or emergency response duties.

Work Environment
This position typically works at an entrance station, campground office, fee office, remit office, visitor center, and/or visitor contact station. Work is often performed in small, outdoor structures with open windows which results in exposure to extremes of temperature, rain, snow, wind, and direct sunlight. Park areas may be geographically located in areas of high elevation, rugged terrain, or dense populations. High levels of vehicle noise and emissions may exist during heavy visitation periods. Work temperatures may range to over 120 degrees (shade temperature) at elevations below sea level. Relative humidity is generally very low but periods of extremely heavy rainfall may cause flash floods which bring hazardous situations for visitors and employees. Traveling in 4X4 high clearance vehicles on minimally improved roads and exposure to poisonous snakes, insects and plants are all within the scope of the physical environment encountered in this job. Duties may be performed alone and/or in isolated locations.

U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Complete the initial online assessment and USAHire Assessment. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You will be required to weekends, holidays, overtime, and shift work. If you are a new employee in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home occasionally. You must obtain a government charge card for travel purposes. Travel, transportation & relocation expenses will not be paid. Relocation expenses will be the employee's responsibility

Qualifications

All qualifications must be met by 11:59 PM (EST) when the applicant limit is reached which may be sooner than the closing date of this announcement-06/10/2024.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience . For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-06 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one year of specialized experience equivalent to the GS-05 grade level in the Federal service. Specialized experience demonstrates the knowledge, skills, and abilities to perform successfully the duties of Lead Recreation Fee Technician, GS-0503-06. Examples of specialized experience include, but not limited to: performing fee collection, accounting or financial duties to include operating a point-of-sale system; using an automated financial system to perform accounting and/or financial transactions; ensuring accountability of funds and accurate financial record; resolving issues that arise in the remittance process and assisting staff with fee issues. IMPORTANT NOTE: You must include hours/week worked in your resume.

EDUCATION: Successful completion of at least one full year of graduate-level study (18 semester hours or equivalent) that directly applies to the work of the position, in a field such as accounting, business, or finance. The education must have been obtained in an accredited college or university. IMPORTANT NOTE: If you are using education to qualify you must submit a copy of your transcripts.

Successful completion of specialized experience and graduate-level education of the type and level described above. Example of a qualifying combination: 6 months of specialized experience (50% of the required specialized experience described above), and 9 semester hours of graduate level classes (50% of the education requirement as described above) may qualify an applicant for this position. ICTAP/CTAP Statement: Current surplus and current or former displaced Federal individuals who have special prior­ity selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
