Duties

The following duties are listed at the GS-05 level for this position:

Serve as a front-line, uniformed representative of the National Park Service (NPS), answering visitor questions and explaining the area's recreational opportunities, including NPS interpretive services, concession operated facilities and services, campground availability, hiking trails, etc. Collect and account for fees in accordance with all NPS and U.S. Treasury regulations governing the handling of government funds. Operate an electronic cash register, computer, or Point of Sale (POS) system to conduct financial transactions; perform opening and closing functions; issue entrance receipts, tour tickets, permits, etc. Inventory and/or restock fee program supplies and assist with placing orders and preparing requisition requests for equipment/supplies needed. Assist higher level personnel with auditing fee collection program components/systems (e.g. cash registers, road/trail registers, honor systems, automated fee machines or AFMs, donation boxes, etc.); assist in completing audit paperwork and documenting findings; communicate audit results to supervisor. Prepare and complete remittance reports and bank deposits for funds donated and/or collected by others. Review shift reports and count funds collected; Investigate and proactively resolve routine or recurring discrepancies, and track overages, shortages, and errors.
This is an OPEN CONTINUOUS ANNOUNCEMENT and will remain open until August 30, 2024. The initial cut-off date for referral of eligible applications will be May 30, 2024, with subsequent cut-off dates on the last day of each month. Eligible applications received after that date will be referred at regular intervals or as additional vacancies occur on an as-needed basis until positions are filled.

Some positions are career seasonal. The nature of seasonal work may vary from year to year, which is generally based on budget, workload, and/or weather. A career seasonal work schedule provides for at least 26 weeks (13 pay periods) of full-time work, and as many as 26 weeks (13 pay period) of non-duty/non-pay time per year as determined by management. The non-pay time for these positions may be two weeks to six months but is expected to be two consecutive weeks between (ex. October and December). See locations above for non-pay time. Conditions of Employment

U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Complete the initial online assessment and USAHire Assessment, if required. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes. Must be able to handle, collect, and account for money. A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

Qualifications

Physical Demands: Requires standing for long periods of time, as well as walking, bending, and lifting of moderately heavy items. Mental stress and physical fatigue occur due to the high volume of personal contacts and the responsibility of dealing with large amounts of money. Extreme physical exertion may be required while performing search and rescue, wildland firefighting, or emergency response duties.

Working Conditions: Works at an entrance station, campground office, fee office, remit office, visitor center, and/or visitor contact station. Work is often performed in small, outdoor structures with open windows which results in exposure to extremes of temperature, rain, snow, wind, and direct sunlight. Park areas may be geographically located in areas of high elevation, rugged terrain, or dense populations. High levels of vehicle noise and emissions may exist during heavy visitation periods.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

Quality Ranking Factor: Handling Money -able to handle, collect, and account for money.

To qualify for this position at the GS-05 level, you must possess one of the following: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience demonstrates the knowledge, skills, and abilities to perform successfully the duties of Recreation Fee Technician, GS-0503-05. Examples of specialized experience include: handling, tracking, or depositing monies; using software programs to maintain financial/accounting data (such as fee and stock data); performing fee collection, accounting or financial duties; or using tools or equipment (e.g., cash registers, calculators, etc.) to make sales transactions; ensuring accountability of funds and accurate financial records. -OR- EDUCATION: Successful completion of at least four years of education above high school (120 semester hours or 180 quarter hours) leading to a bachelor's degree from an accredited institution. -OR- Successful completion of a COMBINATION of experience and education that, together, equal 100% of the qualification standards listed above when combined. NOTE: Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
