Hennepin County's Grants Management and Administration (GMA) department is seeking a Grants Management and Administration Manager to join the GMA office. This position will provide policy direction, develop GMA program goals and objectives, select, train, and evaluates performance of staff, develop budgets and allocate resources to functions, update and implement policies affecting the county and departments, and develop strategic planning for the GMA office. As the organization moves toward a federated model for managing/administering grants, there is a need to effectively coordinate across multiple program activities and lead the work of standardizing processes and policies to strengthen and streamline grant work.

This position is hybrid and will be performed both on-site at Hennepin County's 625 building at 625 South Fourth Street, Minneapolis, MN 55415, and remote as job duties require. Work hours will be Monday through Friday, from 8 a.m. to 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will: Develop policies, procedures, and guidelines for grant expenditures, including management of federal subrecipients, Hennepin County grantees, and other subawardees:Establish policies and procedures for grant administration and managementDevelop tools, templates, and other materials to strengthen new/existing processesServe as the subject matter expert and consultant for federal procurement, contract creation, and contract management mattersImplement and operationalize new grant processes, managing change and mitigating risks Direct the operations of the GMA Compliance division such as:Represent the GMA Office in meetings with external stakeholders, community partners, and other contractors/subrecipientsMaintain effective partnerships within the GMA Office, working closely with accounting manager/team, grant administration team, and project managersManage and supervise staff in the GMA Compliance Division, conducting performance reviews, staff development, and all other HR related functions as a managerProvide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity & inclusion
Need to have:
One of the following: Bachelor's degree or higher in business or public administration or an approved field related to the position and five years or more of experience in the planning and administration of organizational operations or programs. Nine years or more of experience in the planning and administration of organizational operations or programs.
Nice to have:
Experience with grant compliance related work involving implementing and reviewing activities consistent with federal and state laws, policies, and regulations. Experience managing projects and conducting grant reviews/oversight of subrecipients. Experience or education around addressing racial equity, gender equity, LGBTQIA equity, neurodiversity equity, differing ability equity.
