Under direction of the Division Director, organizes develops, directs, and has charge of county welfare programs administered through the Division of Social Services. Assists the Director in the Division's administrative oversight of county welfare-related programs including Medicaid, General Assistance, Temporary Assistance to Needy Families, and Supplemental Assistance Nutrition Program.

Essential Job Functions:
Assists in the planning, organization, development and direction of varied county welfare programs administered by the division.

Ensures division programs are carried out in accordance with County and State policies and procedures.

Manages division work operations and/or functional programs.

Evaluates the impact of state regulations on division operations.

Interprets laws, rules, and regulations governing eligibility for programs services.

Directs the development and implementation of policy and procedures necessary to administer division goals.

Provides assignments and instruction to staff and supervises their work performance. Develops and oversees employee work schedules to ensure adequate coverage and control; approves and processes employee concerns and problems on behalf of Director; counsels as appropriate; assists with or completes employee performance evaluations.

Participates in the conduct of studies to identify needs; evaluates and makes recommendations related to the effectiveness of programs administered by the division.

Prepares and/or directs the completion of programmatic and staffing reports containing findings, conclusions and recommendations.

Participates in planning efforts within the division and with those of other agencies or organizations.

Establishes and maintains cooperative working relationships with those interested or involved in the work of the division and administered programs.

Oversees activities of staff engaged in investigating and counseling welfare related claimants and in processing welfare claims.

Participates in the preparation of the division budget.

Develops operating plans based on community needs and state and federal directives.

Education and Experience:
Graduation from an accredited college or university with a Bachelor's degree in Human Services, Public or Business Administration, Behavioral or Social Sciences or related field required.

Master's Degree in Public Administration, Planning, Behavioral or Social Sciences, Human Services or related field preferred.

Minimum of five (5) years of experience in the administration and/or organization and coordination of county welfare programs including direct responsibility for supervision of staff is required.

Eight (8) or more years of related social service/human service experience is required.

Licenses:
Valid New Jersey driver's license

Knowledge and Abilities:
Knowledge of the various types of social services and assistance programs likely to be needed by the client populations served; most notably Medicaid.

Knowledge of management principles, practices, and techniques.

Knowledge of budget methods and principles.

Knowledge of program administration, planning, development, and evaluation techniques.

Knowledge of the methods used to collect and analyze data.

Ability to interpret law, rules and regulations, and apply them to program areas and specific situations.

Ability to prepare reports and correspondence.

Ability to read, write, speak, understand or communicate in English sufficiently to perform the duties of this position.
