JOB SUMMARY

This position is located in the Procurement Services Division of the Finance Department within the City of Oklahoma City and is under the direction of the Purchasing Specialist. The Senior Buyer performs professional work of advanced difficulty in the technical and administrative functions of the purchasing activities of the government, including purchasing and contract administration. This position is responsible for ensuring the City and Trusts' procurement of goods, supplies, and professional services are conducted in accordance with applicable federal, state, and local laws, ordinances, rules, and regulations. Essential job functions include: Preparing highly technical and complex specifications, contracts, and solicitation documents, including all related research and value analysis; preparing, and analyzing competitive sealed bids, requests for sealed proposals, sole source contracts, informal agreements, cooperative agreements, etc.; identifying and notifying potential sources; conducting pre-bid and pre-proposal conferences; coordinating and supervising activities of evaluation committees; making recommendations on bids and Requests for Proposal and professional service agreements; conferring with departments regarding requirements, specifications, quantity, quality and delivery; recommending alternatives that would result in greater value; maintaining the integrity of the public procurement process; monitoring vendor compliance with all terms and conditions of the contract; and analyzing current procurement activities and recommending improvements through more efficient procurement methods, e-procurement, privatization, quantity discounts, standardization, value analysis or cooperative purchasing.

JOB REQUIREMENTS

Knowledge of contract documents, solicitation methods, and contract administration related to procurement. Skill in applying knowledge of business practices related to purchasing. Skill in using PeopleSoft Financial or other eProcurement Software. Skill in applying laws, policies, and procedures governing public procurement. Skill in applying contract law principles. Skill in researching and preparing highly complex specifications, solicitations, and contract documents relating to government procurement. Skill in project management. Skill analyzing, interpreting, and presenting large amounts of data. Skill in developing effective and cooperative working relationships with other departments, employees, suppliers, and other public agencies. Skill in using judgment and initiative in making recommendations and resolving problems that are highly complex and sensitive in nature. Skill in communicating orally and in writing, conveying complex and technical subjects in a clear, concise, and positive manner. Skill in establishing schedules and to complete projects on a timely basis. Ability to make difficult decisions and award contracts impartially and objectively.

WORKING CONDITIONS

Primarily indoors in a climate-controlled environment. Subject to continuous exposure to light and glare from a computer terminal. Subject to constant noise of a computer terminal, copying machine, ten-key, or telephone. Subject to frequent interruptions. Occasionally required to work beyond normal work hours.

Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.

PHYSICAL REQUIREMENTS

Near vision enough to read and draft communications such as written or machine generated documents, reports, etc. Finger dexterity enough to operate standard office equipment, including a 10-key. Speech and hearing enough to communicate clearly and distinctly in person and by telephone.

Pay Method: City employees are required to receive pay electronically, either via direct deposit or pay card.

If the position accepted is safety sensitive and/or a driving position, internal and external applicants will be provided a copy of the City of Oklahoma City's Drug and Alcohol Testing Policy prior to being directed for a drug test.

If the position accepted is cyber security sensitive, internal and external applicants will be subject to a Criminal Justice Information Services (CJIS) Interstate Identification Index (III) Fingerprint Background check. Additionally, employees in this job classification must complete Level 4 Security Awareness Training and pass an online certification test.
