Job summary

The Army employs around 7,000 MOD Civil Servants across 300 locations. It is a diverse workforce involved in supporting the Army deliver its core outputs across a variety of functions and professions. It covers a vast range of roles from Commercial professionals, financiers and psychologists to storekeepers, project and programme managers and kennel assistants.

This position is advertised at 37 hours per week.

Job description

The Army Commercial Team comprises of around 90 qualified Commercial Officers ranging in grade from Executive Officer to Senior Civil Servant. A large proportion of the team are responsible for placing around 180 contracts a year for around �240M worth of activity and managing �5bn worth of contracts.

These contracts range in value and complexity from the Army Recruiting Partnering Project and a 30-year arrangement for the Royal School of Military Engineering Public Private Partnership to low value short terms Adventurous Training support contracts. It also places sales contracts which enable the Army to generate income by using its spare capacity.

The post holder will be responsible for providing early commercial leadership, advice, commercial pipeline management and support to the Army Commercial Team, with a primary focus on innovation, research, and experimentation. They will utilise their experience and knowledge to support strategic innovation campaigns, projects, pipeline of programmes and contract management.��

The post holder will acquire an extensive knowledge of the current and potential supplier market and understand, and put into effect, the components required to maximise competition. They will be creative in coming up with commercial solutions and be confident in exercising their commercial judgment to best effect to pull through mature technologies at pace.

They will provide commercial technical support, will provide leadership and line management to their team, and will support development of junior commercial staff. They will work collaboratively with internal and external non-commercial colleagues whilst also provide knowledge transfer, as and when required. They will report to the Assistant Head Army Commercial Innovation Lead.

This is a very exciting and influential role that will work across numerous programmes at the earliest stage to ensure they are commercially viable and enable the exploitation of innovation and pull through of technology.

Key Areas of Responsibilities:

Providing proactive early and ongoing commercial advice and establishing/maintaining positive working relationships within all areas in Army but primarily in innovation, Defence Battlelab, research, experimentation and trials, laying the commercial foundations for requirements to pass through effectively and in a timely manner, meeting both Army Commercial and Stakeholder needs.Recording, tracking, and understanding the Army�s procurement pipeline, while developing and leading on Early Market Engagement to help inform procurement options and support supplier relationship management. Generating ideas for securing better value for money in meeting requirements through support to requirement setting, development of commercial strategies and commercial approvals. Identify, develop and test innovative commercial models and influence stakeholders to take innovative approaches through various procurements.Working closely with Army stakeholders, and Pan-MOD Commercial teams to develop and agree Commercial Strategies for joint projects and programmes, and to ensure commercial alignment across teams, which will require effective networking with peers to build commercial coherence across the function.Working collaboratively and flexibly with Army Commercial colleagues to deliver Army�s priorities in accordance with the Army Command Plan.Ensuring high quality data quality and integrity by maintaining Army�s electronic commercial tools and using available technologies.Ensuring compliant Pre-Sourcing, sourcing and contract management through commercial assurance and peer reviews.Commercial technical leadership and line management responsibility for junior members of staff.Supporting the implementation of Commercial Awareness training to maximise and sustain improved commercial awareness. This may include delivering Commercial Awareness Presentations periodically.Act as Deputy for Assistant Head Army Commercial Innovation when required.
