Principal Electrical Engineer

General Statement
Performs supervisory and professional electrical engineering work of unusual difficulty, and supervises the making of detailed plans and specifications of electrical equipment for pumping stations, power plants and wastewater treatment plants.
Essential Job Functions

Assigns, supervises and reviews work of subordinate electrical engineers and others; enforces employment guidelines and District policy; directs or adjusts grievances; recommends actions determining employment status such as hiring, transfer, promotion or discharge. Directs the preparation of designs, plans, specifications and contract documents for repair, expansion or renovation of electrical facilities; reviews submitted proposals; administers service contracts; performs field inspections of facilities for compliance with specifications and requirements. Supervises electrical engineering operations; plans, coordinates and directs the maintenance, expansion and repair of major electrical equipment and instrumentation. Conducts or directs engineering studies appraising comparative plans and economies; performs cost analysis on existing and proposed systems or procedures. Prepares annual electrical energy and maintenance budget and monitors expenditures. Prepares correspondence and reports on design, construction, maintenance, repair and operations within area of responsibility; reviews the reports of subordinate engineers and technicians; approves progress payments and reports. Confers and coordinates with other District personnel, contractors and agency representatives to provide technical advice and assistance or to resolve problems. Directs the implementation and utilization of computer technologies.

Environmental Conditions
May involve exposure to a variety of operating mechanical equipment and loud noise and/or noxious odors. May include working in all types of weather conditions throughout the plant facility and collection system. Typical office environment. May use standard office equipment and computer terminals. May involve working in close proximity to or in conjunction with construction activities and heavy equipment, and may require exposure to a variety of weather conditions, including extreme heat and cold.
Desirable Knowledge, Skills and Abilities
Extensive knowledge of the principles, practices and techniques of electrical engineering. Thorough knowledge of recent developments, current literature and sources of information in electrical engineering. Thorough knowledge of the electrical engineering requirements of sewage treatment and flood control facilities. Thorough knowledge of electrical codes and regulations controlling the installation of electrical materials and equipment. Thorough knowledge of the supervisory principles involved in directing the work of professional and sub-professional engineers. Considerable knowledge of the principles, practices and techniques of wastewater engineering. Considerable knowledge of computer control of industrial processes, and the ability to use personal computers in applications including spreadsheets, databases and word processing. Knowledge of Computer Aided Design (CAD) operations, techniques, and practices in the preparation of engineering plans and designs. Ability to plan and supervise the work of others in a manner conducive to full performance and high morale. Ability to supervise and review the installation of major electrical facilities and equipment. Ability to solve unusual and complex problems through the adaptation of existing principles and policies. Ability to develop detailed specifications, reports and designs from general outline assignments.
Absolute Requirements
Registration as a Professional Engineer in the State of Illinois.
Minimum Qualification Requirements
Graduation from a four-year accredited college or university majoring in electrical engineering and six years of full-time, post-degree electrical engineering experience. Four years of this experience must have been in work related to the District's activities and one year of experience must have been in the supervision of degreed engineers.
Substitution
Full-time graduate study in electrical engineering may be substituted for the required non-supervisory experience on a year-for-year basis to a maximum of two years.
Promotional Requirement
One year of service with the District as a Senior Electrical Engineer; or possession of a bachelor's degree in electrical engineering and one year of service with the District as a Senior Civil Engineer, Senior Engineer, Senior Mechanical Engineer, or Senior Structural Engineer or Senior Process Control Engineer. Civil service status in one of the foregoing classifications.-
