This position provides leadership, management, supervision, oversight & support to District personnel; serving as a liaison to local, state and federal agencies, & other interested stakeholders including addressing complaints, issues, & the needs of the public; preparing recommendations for the District Administrator (DA) for the 5-year Construction Program; preparing a variety of technical & admin reports & correspondence; serving on behalf of the DA on an assigned or as necessary basis; providing support & leadership for the administration & management of highly-complex, projects; managing highway maintenance operations; providing technical support for the highway development program from inception through scoping & design; managing district efforts related to collecting & evaluating data from traffic problems; assisting the DA in strategic traffic activities and permits are balanced & comprehensive; making contract decisions with regard to encumbering State & Federal funds; administering and assuming control over large incidents to help ensure the safety of the transportation system; ensuring that issued permits meet all applicable standards & comply with all applicable policies, statutes, codes. In the absence of the DA assumes all duties of the DA with related authority and responsibilities as assigned or as necessary to ensure the continued operations of the district. Job Duties:

Essential Duties and Responsibilities include but are not limited to:
• Provides leadership, coaching/mentoring, guidance and ensures compliance of District personnel. Develop budgets, authorizes expenditures, and signs financial documentation for the District. Assists with the management of all administrative functions, including recruiting, hiring, employee performance evaluations, training and development of staff
• Serves as an agency liaison for the District and ADOT; representing the agency in meetings with local governments, private and corporate stakeholders, internal and external committees; responding to written and verbal inquiries including preparation of sensitive correspondence working with ADOT management and elected officials regarding operations, construction and development issues
• Provides technical support to the District Administrator, Construction Resident Engineers, Development Engineer, Regional Traffic Engineer, Permits staff, and Operations staff for problem resolution in the areas of District operations, maintenance, and administration
• Analyze and prepare reports that affect the entire operational organization
• Work with Construction, Operations, and other District groups and personnel to analyze and facilitate the administration of the 5-year plan including input on recommended projects and improvement. Furthermore, make recommendations for additions and changes to the District pavement preservation program
• Resolve problems with difficult encroachment permits on the ADOT roadway system at the development and construction levels
• In the absence of the District Administrator assumes all duties with related authority and responsibilities as assigned or as necessary to ensure the continued operations of the District

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Engineering philosophies, technical application requirements, processes and principles of the department related to Operations, Maintenance, Construction, Traffic, and Permits
• Personnel and resource management
• Ensures effective and cost-effective applications related to group activities
• Administrative procedures and methods related to managing the District and leading personnel
• Ensuring activities are completed in accordance with all applicable State and Federal laws, ADOT rules, policies and procedures
• Program procedures utilized within the Department
• Participates in the planning process to ensure the inclusion of projects necessary for the safe and efficient operation of the State Highway System

Selective Preference(s):

The ideal candidate for this position will have:

Bachelors of Science in Civil Engineering or closely related field and four (4) years of experience equivalent to a Transportation Engineer Senior (Senior Resident Engineer).

Pre-Employment Requirements:

This position requires possession of a valid Arizona Class D Driver License.
Registration as a Professional Engineer (Civil) in the State of Arizona, or eligible and able to gain reciprocity within 6 months of hire date.
