Code Enforcement Senior Officer

Location: Chestnut Street, Clearwater, FL

Work Schedule: Monday - Friday, 8am to 5pm, occasional nights, early mornings and weekends

This is a complaint driven, as well as proactive investigative position. Code Enforcement officers enforce codes and ordinances dealing with violations which include, but are not limited to, minimum housing standards, inoperative vehicles, prohibited vehicles, trash accumulation, lot clearing, zoning violations, noise violations, and signage violations. Duties also include issuance of notices of violation, citations, and case preparation and court presentation. The Senior Code Enforcement Officer must possess the ability to work independently, be self-motivated, thorough and accurate in reporting. The Senior Officer serves as a lead Code Enforcement Officer performing duties dealing with complex projects within assigned areas and with independent follow-up on major violation cases. Responsibilities include ensuring all priority cases are promptly and efficiently pursued to abatement. Senior Officers may also serve as division representatives on goal-oriented task teams and at meetings with the public, plus coordinating enforcement activities with other participating agencies. Independent handling of Special Magistrate cases is required from team case review to hearing, preparation and case presentation before the magistrate. The position reports to a management official, or supervisor.

What Would You Do?

In addition to the general expectations and duties of the Code Enforcement Officer 1, the Code Enforcement Officer 2 incumbent shall:

Assist supervisors with the planning, assigning, reviewing, and coordination of the daily activities of assigned officers and plans and conducts officer training. Prepare clear and precise enforcement reports, citations, letters and other legal documentation. Research and locate property, establish ownership of property, verify ordinance compliance, and advise owners of non-compliances and correction process. Prepare and serve citations and appear in court as a primary testimonial witness. Monitor foreclosure registries and ensure regulatory compliance. Identify dilapidated, foreclosure and demolition eligible structures and homes. Assist in the preparation of inspection warrants and other judicial injunctive relief for qualified properties. Investigate unlawful noise sources, enforce the noise ordinance, examine methods of correcting source noise, verify compliance or non-compliance. Enforce land use, minimum housing and building regulations, identify violations, notify owners, and verify compliance or non-compliance, and pursue required enforcement and corrective actions. Enforce lot clearing ordinances, locate overgrown or debris-ridden lots, estimate amount of trash, calculate square footage to be mowed, document findings, and coordinate with owners or private contractors procured by the County to clear land. Investigate illegal dumping and the accumulation of trash, used materials, abandoned or inoperative vehicles, and discarded appliances. Coach, train, and guide other Code Enforcement Officers on complex investigations and identify alternate methods to gain compliance. Perform as the County’s primary prosecutor for Code Enforcement Special Magistrate Hearings. Coordinate and review all Special Magistrate requests. Perform all facets of the prosecution process, including but not limited to, exhibit and discovery preparation, witness notification, cross-examination, testifying, presentation of evidence, opening and closing arguments, penalty recommendations and case status follow-ups. Provide technical information, guidance and support to County counterparts and other enforcing department’s Special Magistrate programs. Appear and address citizen groups such as homeowner associations and other educational and outreach programs. Maintain any recommended and or required job related certifications. Perform other related job duties as assigned.

What Do You Need To Have?

6 years of field experience in regulatory compliance and code enforcement work; or Associate degree in law enforcement, criminal justice, natural sciences, public administration, or a related field and at least 4 years of field experience in regulatory compliance and enforcement work; or Bachelor’s degree in law enforcement, criminal justice, natural sciences, public administration, or a related field and at least 2 years of field experience in regulatory compliance and enforcement work; or Master’s or higher-level degree in in law enforcement, criminal justice, natural sciences, public administration, or a related field. Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report. Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Highly Desirable

Certification in the appropriate areas of assignment from the Florida Association of Code Enforcement. Excellent verbal and written communication skills.

Knowledge, Skills, and Abilities

Ability to supervise the maintenance of records and prepare and submit reports. Ability to work effectively with municipal courts, Special Magistrate hearings, agencies and the public and enforce regulations firmly, tactfully and impartially. Ability to read, interpret and utilize engineering plans, maps and photos.
