The position (K0231846)

The Kansas Department of Health and Environment has an Individuals with Disabilities Education Act Data Manager opening in Topeka. This position is responsible for collecting, compiling, and reporting data required under Part C of the Individuals with Disabilities Education Act (IDEA). Data analysis, interpretation and the ability to present complex data is required. This position is responsible for maintaining the database and managing database enhancements.

This position is hybrid. The incumbent will be allowed to work remotely two days a week but will be required to be in office Tuesday through Thursday. During the first three months in this position, the incumbent will be required to be strictly in office before being allowed to work remotely part of the week. Travel is required 10-15% of the time, and conference attendance will be required.

Preference will be given to candidates that are currently located in Northeast Kansas.

Job Responsibilities may include but are not limited to the following:

Monitor database to assure timely input and ensure most current data is available for federal and state reporting. Respond to database issues and requests from local programs related to the database. Keep the program Coordinator informed of any irregularities or trends that could affect program implementation or fidelity. Provide relevant information to Local and State Interagency Coordinating Councils as appropriate and approved by the coordinator. Assure monitoring of an effective Part C system by planning, organizing and managing program data.

Maintain, collect, compile and prepare necessary data for federal and local program periodic reporting. This includes Semi-Annual Reports, State Performance Plan and Annual Performance Reports, State Systemic Improvement Plans, Annual Determinations and Federal Data Tables. Oversee, with guidance from the coordinator, the collection, analysis, interpretation and presentation of service delivery, compliance, child outcomes and program progress data. Provide specialized data to local programs based on their inquiry/need.

Qualifications

Education : High School, GED Minimum Qualifications: Three years of experience in analytical work. Education may be substituted for the required experience. Ability to effectively collect, analyze, interpret, and present data. Experience in performance measurement reporting and data analytics work. Apply analytical thinking to specific problems. Read/comprehend technical materials, manuals, etc. Organize/clearly express info in concise, written form. Word, Excel, PowerPoint, Access Preferred Qualifications: Bachelor’s degree in data science, analytics or related field. Experience working with IT personnel and managing database enhancements. Experience in collaborative efforts with state and local agencies. Knowledge of the Individuals with Disabilities Education Act (IDEA). Knowledge of local, state, and federal laws relating to early intervention. Skill in analyzing and evaluating complex data. Communicate information or instructions orally. Proofreading, editing, attention to detail.
