Scope of Position:


Under general direction provided by the Staff Services Manager I, and operating at the full-journey level, the incumbent serves as a Communications and Publications Analyst for the Division of Audits (Audits) and various divisions within the State Controller’s Office (SCO), and is responsible for independently performing the most complex technical, analytical, design, quality assurance, editorial, and consultative services, to meet audit and reporting responsibilities, and enhance the quality and timeliness of internal and external distribution for all major means of communication and technical publications.

Duties and Responsibilities:

Independently provides consultative services to Audits management and staff as well as other divisions within SCO for planning, developing, and editing communication products and technical publications, including but not limited to: audit reports, manuals and guidelines, annual reports of state expenditures, intranet articles, forms, legislative analyses, budget change proposals, correspondence, legal documents, and other documents of varying complexity and confidentiality. Assists the Controller to meet the obligations and responsibilities of the SCO as the independent protector of taxpayers’ dollars by making recommendations that improves content transparency and accurately conveys technical information for internal and external distribution. Researches, analyzes, and interprets the appropriate application of statutory requirements, contractual agreements/requirements, and professional auditing standards, for all communication products and technical publications. Researches pertinent information from various resources to ensure communication products and technical publications are in compliance with editing principles, practices, and methods; modern English usage; SCO Style Guide and format requirements. Resolves issues by conferring with various Audits management and staff by obtaining and clarifying information intended for publication to ensure there is no delay and deadlines are met. Manages multiple communication products and technical publications projects and assignments by maintaining and monitoring a tracking system used in the development of workload projections and providing trend reports to management. Independently develops, maintains, and updates the Audits Communications and Publications Guidelines. Determines best practices to convey technical audit information in a concise and effective manner based on the results of prepayment (claim) audits, field audits, special reviews, and investigations of state and local government entities. Researches and reviews current processes and procedures for each bureau within the Audits which includes evaluating over 60 complex and high-profile audit programs by assessing their communication products and technical publications. Coordinates and collaborates with various Audits staff, such as; audit staff, subject matter experts, and management, to identify objectives to incorporate appropriate content within the guidelines. Develops and actuates techniques and procedures to accomplish objectives. Cultivates methods to disseminate, monitor, and evaluate the Audits Communications and Publications Guidelines. Evaluates and researches current processes and procedures to update and improve the tracking system and automating technical publications in support of the Controller’s Paperless Initiative. Reviews, documents, and verifies complex as-is business processes and procedures for developing correspondence, audit reports, annual reports of state expenditures, and legal documents. Participates in project team meetings with various Audits management and staff to streamline internal operations. Identifies and provides alternatives to streamline workflow by evaluating the needs for each bureau within Audits to achieve increased productivity for tracking and developing technical publications. Identifies communication needs to ensure maximum efficiency and service to internal and external customers. Prepares and presents recommendations for short-term and long-term goals to Audits management to implement the automation of technical publications and the updated tracking system. Independently provides guidance and training to various Audits staff to develop their knowledge to create, assimilate, and convey technical content in a concise and effective manner. Assess training needs and assist Audits management in the development and presentation for training in grammar, writing, editorial style, principles, practices, and methods, set forth in the Audits Communications and Publications Guidelines and SCO Style Guide.

Desirable Qualifications:

Excellent attention to detail with the ability to present information logically, clearly, and concisely based on modern English usage, rules of grammar, editing principles, practices, and methods.  Ability to research, analyze, and interpret laws, rules, and regulations to ensure appropriate use in communication products and technical publications.  Ability to provide expertise related to publication formatting, organization, and layout. Ability to analyze situations and use good judgement to determine a course of action. Strong organizational skills with the ability to multitask, adjust to changing priorities, and work well in a fast-paced environment. Demonstrate a high degree of initiative, independence, and strong analytical skills. Ability to use diplomacy, good judgment, and handle stressful and/or sensitive situations with tact. Experience in reviewing and evaluating business processes and procedures for efficiencies. Experience in developing procedures, manuals, and guidelines. Outstanding communication skills and a commitment to providing quality customer service. Excellent attendance and dependability. Ability to establish and maintain cooperative working relationships. Ability to use and adapt to technology. Proficient in Microsoft Outlook, Word, Excel, Access, and PowerPoint. Knowledge of Section 508 of the Rehabilitation Act and Web Content Accessibility Guidelines of the World Wide Web Consortium.
