Full-time City employees will receive preference in the following order: major division first, then department, then all other full-time City employees. Part-time/year-round City employees will receive preference next. If there are no qualified full-time City employees or part-time/year-round City employees, external applicants will then be considered.

This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

JOB SUMMARY

This classification is located in various departments throughout the City of Oklahoma City. This posting will be used to fill a current vacancy in the Building Management Division of the General Services Department within the City of Oklahoma City. However, an eligibility list will be established or supplemented for filling future vacancies, including vacancies in other departments, per provisions of the AFSCME collective bargaining agreement. Tasks performed require journeyman skills and knowledge relevant to plumbing which have been acquired prior to assuming the job. Essential job functions include: installing, repairing and maintaining water, gas, steam, and other pipe systems. The employee performs work independently and is expected to keep accurate records and prepare written estimates of materials needed for various jobs. Assignments are received in the form of verbal instructions, blueprints, or written work orders. The Plumber may be required to act as lead person when working with other employees and has considerable information exchange with City personnel and outside vendors. Work is reviewed by the supervisor upon completion for conformity with established quality standards. 

VETERANS PREFERENCE

Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. To receive preference, veterans must submit verification of honorable discharge from the United States military service (Department of Defense Form DD214 or NGB Form 22) prior to the closing date of the vacancy announcement. 

JOB REQUIREMENTS 

Knowledge of plumbing fixtures, materials, and tools utilized for different types of applications. Knowledge of and ability to exercise safety precautions to working performed. Knowledge of plumbing practices and codes. Knowledge of and skill in performing general/preventative maintenance on various plumbing systems. Skill in utilizing tools and machinery related to plumbing trade. Skill in installing and repairing water, gas, steam, and other pipe systems. Ability to work from blueprints, designs, and diagrams of plumbing systems. Ability to follow verbal and written instructions. Ability to assume responsibility for work performed. Ability to estimate materials needed for jobs. Ability to record information accurately. Ability to work independently and related effectively to others. Possession of a valid Journeyman Plumbing License.* Possession of a valid driver license (Operator).

 *NOTE: Licensure must be issued by the State of Oklahoma or a state having reciprocity with the State of Oklahoma.

WORKING CONDITIONS 

Frequently exposed to heat, cold, humidity and rain, etc. Constant contact with water at worksite. Possibility of deep cuts burns or back sprains. Will work from ladder approximately 15 feet above ground. Will work in confined or cramped positions while working in vent under bathroom to fix pipes. Frequently exposed to noxious odors. Exposed to steady loud noises due to machinery. Local travel on a daily basis. 

Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.

PHYSICAL REQUIREMENTS 

Strength enough to lift, push, pull, or carry up to 100 pounds such as machinery and cables. Stamina enough to exert oneself physically throughout the working day. Flexibility enough to load and unload materials and equipment on and off a truck. Mobility enough to continually move oneself from place to place. Arm-hand steadiness, manual dexterity and near vision enough to solder pipe and use hand tools. Eye-hand-foot coordination. Hearing enough to locate leaks in pipes. Speech enough to communicate in person and by telephone.

OTHER DETAILS

Note: An eligibility list will be established from this posting consisting of applicants who receive a score of 70 percent or better. Multiple selection procedures may be utilized; a minimum of 70 percent or better will be required on each; and the results of multiple selection procedures will be equally weighted. The eligibility list will be in effect for 180 days from the date of the final selection procedure and will be used to fill future vacancies.
