(DOC) is headed by the Assistant Secretary for Communications and Information, who serves as the principal adviser to the President on telecommunications and information policies as they pertain to the Nation's economic and technological advancement. NTIA's programs and policymaking focus largely on managing federal use of spectrum and expanding broadband Internet access and adoption in America.

Duties

As CFO and Director of Administration, the incumbent is responsible for providing executive leadership and overall direction to NTIA financial and administrative support functions. This includes the programs of human resources, budget, accounting and financial systems, organizational and management analysis, and IT financial management. The incumbent directs these programs through subordinate offices, reviews and evaluates the adequacy and effectiveness of these programs and is accountable to the Assistant Secretary and Deputy Assistant Secretary for Operations for the level of services provided. The incumbent ensures these programs are effective and in compliance with financial management policies and internal controls, and the Chief Financial Officers Act of 1990; and IT management is in compliance with the Federal Information Technology Acquisition Reform Act (FITARA).

Specific duties include: Develop and/or oversee the implementation of programs and processes that ensure robust monitoring of financial transactions and budget execution to achieve complete compliance with applicable laws and regulations as well as internal and external policy. Adopt adequate measures to address anomalies and eliminate/mitigate risk of future non-compliance. Anticipate the effect of legislative and administrative changes and initiatives and ensures development of effective, legally compliant, fully responsive budget formulation strategies to provide for implementation of programmatic priorities. Provide leadership in bureau budget proposal and/or justification efforts, advising senior leadership on funding strategies and novel solutions to new or unique programmatic funding requirements. Oversee accurate allocation of costs among budget accounts and evaluates proposals for reprogramming of funds, advising managers and bureau leadership on all appropriate compliance measures and ensuring that approved transfers of budget authority between budget accounts is consistent with reprogramming regulations. Institute methodologies, organizational practices and processes to ensure audit readiness and accuracy, consistent with applicable . generally accepted accounting principles and prescribed Departmental accounting policies and procedures. Advise senior leadership on the entire range of budgetary and financial matters, including control measures, and builds consensus among executives, senior managers, and internal or external stakeholders regarding strategies that contribute to more efficient allocation of resources. Formulate a budget that reflects the policy and programmatic goals of NTIA, the Department of Commerce, and the President of the United States. Work with the Department, OMB, and Congress to justify the programmatic requests. Ensure the development and maintenance of an integrated DOC/NTIA accounting and financial system, which complies with financial information, and systems function standards, including the Standard General Ledger and Core Financial System Requirements and ensure financial reporting complies with OMB financial statement form and content requirements. Direct the development and implementation of NTIA's strategic plans, multi-year performance measures, performance measurement systems and the management and program review of NTIA units to assess accomplishment of performance measures and performance effectiveness. Provide financial oversight of the Bureau's information technology requirements, resources, and responsibilities to ensure compliance with all applicable laws and policies and directs improvements in the quality and cost of information technology and support services. Guide NTIA-wide human resources management policies and programs and oversee the integration of NTIA's human resources programs with legislative or regulatory change initiatives, ensuring that NTIA's human resources programs are technically sound, cost- effective and facilitative of NTIA's mission. Encourage diversity of NTIA's workforce at all levels, including equal employment opportunity and investigation and resolution of complaints of discrimination within the scope of position responsibilities. Ensure NTIA development of plans, policies, and standards for facilities' administrative services, management, organization, and procedural analysis; coordinate GAO and IO audit and FOIA and Privacy Act of 1974 activity. In conjunction with applicable delegations of authority in the above areas of responsibility, the incumbent works closely with NTIA line and staff offices to identify and resolve operations problems. Incumbent plays a major role, as a senior advisor to the Assistant Secretary and Deputy Assistant Secretary for Operations and Administration (DAS Operations), in the development of strategies to acquire and deploy budget and financial, human capital, IT, administrative, and operational support functions in support of NTIA's mission.
