Introduction

Are you passionate about leading teams and working with a variety of stakeholders to develop land use policies and zoning ordinances that will positively impact the community? Do you enjoy solving complex land use issues in a fast-paced, collaborative environment? Loudoun County, Virginias Department of Planning and Zoning is seeking a Program Manager to lead a newly created Special Projects team. After a training period, this position is eligible for two days of telework per week. 

Job Summary

The ideal candidate shares a passion for public outreach, land use policy, and zoning; prioritizes problem solving and collaboration; and thrives in a fast-paced, result-oriented environment. As the Program Manager of the Special Projects team, you will lead a team of five professional senior planners and oversee the project management and delivery of Comprehensive Plan Amendments (CPAMs), Zoning Ordinance Amendments (ZOAMs), area plans, and other initiatives directed by the Board of Supervisors, from inception to implementation.

The position has high visibility and works closely with the Board of Supervisors, Planning Commission, Zoning Ordinance Committee, staff from other County agencies, and a variety of stakeholders, including residents, business owners, and community groups. Potential projects range from affordable housing and rural economy uses to transit-oriented development around Metrorail stations, redevelopment, data centers, and energy storage.
The successful candidate will have strong interpersonal skills, the ability to negotiate sensitive issues, and a style that emphasizes diplomacy and the willingness to seek reasonable solutions. This position requires excellent writing, presentation, and facilitation skills; the ability to communicate effectively with staff, the public, and elected and appointed officials; and proficiency in mentoring and motivating professional senior staff. 

Hiring salary is commensurate with experience.



Minimum Qualifications

Master's degree in Planning, Public Administration, Public Policy, Business Administration or a related field; five (5) years of related work experience as project manager in planning or a related field including two (2) years of supervisory experience; or equivalent combination of education and experience. 

Job Contingencies and Special Requirements

Successful candidate will undergo criminal and DMV background checks. This position requires a valid drivers license.

Attendance at night meetings after normal business hours is expected.

Teleworking two (2) days per week is an option after a training period. Relocation assistance is available to successful candidates who live more than forty (40) miles away.
