, the state’s economic development agency, is currently hiring a Regional Project Manager (Operations and Policy Analyst 3). This position will provide advice and operational support by developing projects initiated by the Regional Development Officers. This position works in collaboration with the Regional Development Officers to coordinate and develop infrastructure and business-related projects.

What you will do:
Project Management:
Evaluate project budget and disbursement schedule. Identify potential risks and difficulties, and design strategies to mitigate or avoid them.
Collaborate with recipients and follow contracting guidelines to develop project descriptions, contractor statement of work; review and evaluate bids from contractors.
Work in concert with the Regional Development Officer to assist cities, counties, tribes, special districts, other agency staff, Federal partners, and legislators to coordinate the development of Agency projects.
Analyze project eligibility and feasibility. Compare application against relevant laws and regulations, determining whether the proposed project is feasible and cost effective and programmatically eligible for funding.
Negotiate contractual agreements and amendments between department and applicants defining terms and conditions the awards will be made.
Program and technical assistance:
Manage and coordinate an agency legislative funded project tracking system of significant size and complexity.
Assist program staff to review statutes, rules and policy and recommend changes to regulations that will enhance the programs and streamline operations.
Maintain extensive knowledge of departmental Programs in relationship to infrastructure and community development to carry out Agency’s mission, keep programs up-to-date and make recommendation for policy change.
Communications and coordination with interagency teams:
Provide information for Department and team success stories for communications purpose and as requested by stakeholders. Assist in the tracking of agency and team performance metrics.

The ideal candidate will possess a combination of some or all of the following skills:
Program and/or project management experience is desirable with knowledge of business incentives programs.
Experience evaluating program guidelines and interpreting statute and rules; and assisting internal staff adhere to guidelines when undertaking a project.
Exceptional communication skills, including development of compelling content for business development purposes. Strong public speaking skills and demonstrated influencing and negotiating skills.
Organizational skills, attention to detail, providing consistency in memo formats and processes, and the ability to manage competing priorities to meet deadlines.
Knowledge of key industries and work related to promoting the state of Oregon as a place to do business.
Skill in viewing and addressing comprehensive economic development principles, economic impact of business incentives, while understanding how regional strategies relate to all the other parts of economic development in the state.

What you need to qualify:
A bachelor’s degree in business or public administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
What Business Oregon does:
Business Oregon is the economic development agency for the state of Oregon. We have about 180 people on our team, and we work with communities and businesses. We use our programs and expertise to help businesses grow, so they can in turn add jobs, diversify the economy, and increase Oregon prosperity. We work with communities to enhance and expand infrastructure and community safety with projects such as water/wastewater systems, seismic rehabilitation for schools, or rural broadband development. This also sets the stage for future business development. Our mission is to invest in Oregon’s businesses, communities, and people to promote a globally competitive, diverse, and inclusive economy, all carried out with an agency strategic plan.
The Economic Development Division (EDD) promotes business and economic development opportunities by removing barriers to business growth and job creation/retention. The EDD division services include assisting Oregon businesses and communities to access State incentive programs for public and private sectors. Incentive programs and assistance include business finance programs, global trade assistance, infrastructure financing and other community and economic development programs. Recruitment Officers, Regional Development Officers, Global Trade Specialists, analysts, program specialists and coordinators, and loan officers work collectively in partnership with Oregon businesses and local communities to achieve the State’s economic development goals.
