The schedule is 35 hours per week, Monday through Friday. Typical hours will be 7:30 AM to 3:30 PM or 8:00 AM to 4:00 PM with a possible flex schedule upon completion of the working test period. As an Environmental Trainee with Corrective Action Unit (CAU), you will receive on-the-job training in the investigation and remediation of releases to the environment. Duties include reviewing investigation plans and reports, reviewing cleanup plans and reports, tracking state cleanup compliance, tracking federal PCB and UST grant requirements, and providing technical support to other DEEP Programs. PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency receives training in introductory professional environmental work for the development of technical and professional skills and knowledge in order to qualify for advancement to the professional environmental work of the agency; performs a wide variety of increasing difficult duties as technical skills are acquired during the course of the training period.

EXAMPLES OF DUTIES

The CAU assists in fulfilling the DEEP’s critical mission of restoration, protection, and conservation of Connecticut’s water and land resources and protection of public health and safety. The CAU reviews and approves remedial strategies completed pursuant to formal and informal enforcement actions and spill responses, reviews investigation and cleanup plans, reviews fields investigations and tracks state cleanup compliance, and tracks federal polychlorinated biphenyl (PCB) and leaking Underground Storage Tank (UST) grant requirements. The CAU is seeking an Environmental Trainee to join its team. The successful candidate will: Review and/or oversee the investigation and remediation of releases and contaminated sites including releases of PCBs, oil and petroleum, Per- and polyfluoroalkyl substances (PFAS) and releases from leaking USTs; Evaluate work conducted at contaminated sites to ensure compliance with applicable environmental statutes, regulations, and written guidance; Review and evaluate compliance reports and other documents submitted in response to enforcement actions, including documentation related to supplemental environmental projects and in response to remedial cleanup requirements; Provide technical assistance to the public and the regulated community; Provide technical consultation to municipal, regional, state, and federal officials and the public; Perform database maintenance and disseminating and managing information; Assist in drafting new regulations, statutes, guidelines, and other written materials; Other tasks as necessary to meet the statutory responsibilities of the Department involving inspection, permitting and enforcement.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of local, state and/or federal laws, statutes, regulations and/or policies pertaining to environmental protection; basic theories, principles and practices of environmental and policy analysis; basic statistics; environmental program planning principles and practices; Skills interpersonal skills; oral and written communication skills; analytical skills; research and organizational skills; Ability to understand and interpret legislation and technical data; utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Candidates must be able to meet the experience and training requirements of the designated job class at the completion of the development program.

PREFERRED QUALIFICATIONS

Experience in environmental science, chemistry, geology, hydrogeology, polychlorinated biphenyls, underground storage tank systems, or environmental regulation; Experience interpreting or enforcing federal or state policies, regulations, or laws regarding underground storage tanks (USTs), polychlorinated biphenyls (PCBs), marine terminals or cleanup standards of Connecticut. Experience evaluating or interpreting chemical analytical data, plans, or maps of contamination impacting soil, sediment, surface water, groundwater, building materials, or wetlands; Experience with method selection used to collect and analyze environmental samples including soil samples, surface water, groundwater sampling, and product samples (e.g. petroleum or PCBs). Experience reading and interpreting technical data presented in charts, graphs, data tables, sampling data sets, drawings or site maps; Experience using computer software including Microsoft Office products and geographic information systems (GIS) to manage project workflows and review, analyze, or model environmental data; Experience with field work safety precautions including the use of personal protective equipment (PPE) in environmental field work; Experience organizing technical or regulatory information; Experience or training with communicating environmental results and conclusions verbally and in writing to peers, supervisors, government officials, environmental professionals, or public audiences; Experience in working on a team to perform environmental or science projects. A Bachelor's or Master's degree in a scientific or technical discipline pertaining to the environmental field (e.g. biological, earth, or physical sciences; environmental planning; environmental law; geographic information systems; geography with a concentration in geographic information systems; environmental or natural sciences; or natural resources).

WORKING CONDITIONS
