Under general supervision, the Elections Information System Technology Adoption & Implementation Specialist provides assistance to the Elections Systems Manager by assisting the Elections Services Employees and other Division staff members with system related technical support and troubleshooting of Election Information Systems. This position will also act as Assistant Project Manager on future technology/system adoptions, working closely with the Elections Information Systems & Database Manager.

ESSENTIAL DUTIES and RESPONSIBILITIES :

·Involved in the assessment, implementation, and support of new systems and potential conversions to replacement systems as the needs of the Elections Division require

·Involved in systems development and maintenance of current systems, which includes testing, documentation, and implementation

·Acts as point-of-contact for county liaisons, the Elections Division staff, and Investigators in triaging questions related to GARViS and other Elections Information Systems

·Performs project management duties and other responsibilities as assigned to support the Elections Information Systems & Database Manager:

oEnable product vision from product management and operations teams into actionable product roadmap and releases

oHelp coordinate activities at all levels of the organization on issues and matters related to the products, including managing relationships with internal and external team members to facilitate smooth development and implementation of products

oDirect the continual upgrading of products, procedures and operating environments to maintain technological and business relevance

oProvides the necessary leadership and guidance to help team members understand focus area strategies and knowledge needs

oLead projects that include complex business and process transformation, regulation- and compliance-driven change and risk management

oLiaise with other managers and senior leaders to coordinate resources and collaboratively design solutions to complex project issues

·Responsible for application support of EBD (Electronic Ballot Delivery) tool(s), Ballot Tracking Tool(s), and the Election Night Reporting System

oActively tests systems to identify errors or defects

oWork with Elections Information Systems & Database Manager and Vendors toremedy defects and issues

·Compiles and writes documentation of program development and subsequent revisions, inserting comments in the coded instructions

·Writes or contributes to instructions or manuals to guide end users

·Utilizes good written and interpersonal communication skills

·Updates Division website regularly and ensures that all content is up-to-date

·Lead in planning, testing, and rollout of new Elections Equipment and Software

·Produces reports and data compilations as requested by Elections Systems Manager

Using an asset/inventory management system to identify and track products that have been accepted

·Provides written documentation of system test pass or fail and reason/error code

·Follow established chain of custody procedures in accordance with legal requirements and any additional Elections Division policies

·Collaborates with the Election Information Systems & Database team regarding testing results, delay in testing, or other issue that may affect the project

Collaborate with other acceptance testers and members of Election Information Systems & Database team to prepare systems and equipment for county utilization. This may include facilitating logistics around distribution of certified units Assist in the implementation and management of an Elections System Ticketing system; troubleshoot with counties to resolve issues

·Performs other related duties as assigned

SUPERVISORY RESPONSIBILITIES : None required.

MINIMUM QUALIFICATIONS : Strong understanding of technical language. Experience with Elections and Voter Registration System packages is highly desirable. Project Management and experience strongly desired. Salesforce experience preferred.

EDUCATION REQUIREMENTS : Bachelor’s degree from a nationally accredited college or university in computer science or a related field or an associate’s degree in a technical curriculum with at least 3 years of recent relevant experience in an IT or application support role.

Bachelors Degree *and* One (1) year of work related experience OR Associates Degree in Business Administrative Technology *and* Two (2) years of related work experience Note: Experience may substitute for the degree on a year-for-year basis.
