Performs complex (journey-level) managerial work administering the daily operations and activities of the Children’s Mental Health Unit’s programs within the Mental Health Policy, Programs, and Planning (MHPPP) division. The manager position reports to the Director of Children’s and Adult Mental Health Services Unit and provides operational strategy, direction and support for all programs within the Children’s Mental Health Services unit. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating program area activities such as structured technical assistance, and oversight of contracted providers. This position is responsible for coordination of efforts related to contract development, development of rule projects and legislative implementation that impacts the Children’s Mental Health Unit. This position leads, coaches, and manages a team of Program Specialists responsible for administrative oversight, technical assistance support, and quality assurance of various public mental health services, programs, and state and federal grants for Texas.

Manager III represents the Health and Human Services Commission (HHSC) in coordinating agency activities and functions that foster collaboration and partnerships between HHSC and HHS-funded contractors including local mental health authorities, local behavioral health authorities, governmental entities, and non-profit organizations. Manager III works with partners and stakeholders to coordinate behavioral health programs throughout Texas to ensure effective and efficient planning and oversight of service delivery. Responsibilities for the manager include leading special projects; interpreting state and federal laws and regulations, department rules, and policy as they apply to program planning and policy development; overseeing the provision of organizational support and technical assistance; identifying and implementing best practices and establishing quality assurance measures for Children’s Mental Health Services unit. Manager III position supervises and coaches staff members and is responsible for hiring and performing other human resource functions. This position is also responsible for coordinating internal and external presentations, providing assignments and supervision related to presentations, and ensuring that all presentations adhere to agency guidelines and requirements.

The manager will oversee data collection, analysis, and will work in coordination with relevant state agencies and internal and external stakeholders. This position is responsible for ensuring that program specialists are monitoring, providing technical assistance and informing policy in regards to performance measures. This position must be able to work independently and utilize creative and innovative thinking and strategic planning to improve services for Children’s Mental Health across Texas.

This position is responsible for ensuring daily operations of the Children’s Mental Health team are completed and agency deadlines are met and prioritized. This position is responsible for utilizing data to identify trends across Children’s Mental Health Programs to inform targeted technical assistance, and bringing any reported issues, proposed solutions and plans to the attention of the Children’s and Adult Mental Health Director. This position is responsible for contract monitoring across the Children’s Mental Health programs, and ensuring that the program specialists within its team receive ongoing training around contract development and implementation. The manager is responsible for documentation of all technical assistance efforts and ensuring program specialists and staff within the Children’s Mental Health team meet agency requirements. The manager is responsible for coordinating technical assistance regarding Texas Administrative Code (TAC) Rules, contract requirements and other statutory requirements, and ensuring that providers receive technical assistance regarding requirements.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Manager III leads, coaches and supervises team of Program Specialists, and performs other human resource functions, as supervisor. Manages day-to-day activities of staff to ensure progress on key work deliverables is completed in a timely and effective manner. Provides leadership and support on project management, strategic planning, oversight, and reporting on key initiatives associated with the maintenance and improvement of children’s mental health programs. The Manager III maintains documentation that Program Specialists are providing technical assistance in adherence with agency requirements. (20%)

Reviews proposed or existing federal/state statutes and regulations that impact children’s mental health services programs and provides consultation and guidance to ensure compliance. The Manager III plans, assigns, delegates, guides and oversees the work of Program staff and is responsible for the efficient and effective deployment of resources. Provides complex planning, implementation and evaluation of program staff strategies to achieve HHSC and MHPPP division priorities, policy development and coordination. Works across HHSC and in coordination with external partners to coordinate policies and implementation. The Manager III is responsible for monitoring contractual timelines, processes, and facilitating tasks related to contract development across all areas of Behavioral Health Services. The manager is required to ensure efficient program implementation as outlined by agency leadership (25%)

Monitors the effectiveness of Program Specialist’s and contract staff to provide strategic technical assistance plans as aligned with contracts, Texas Administrative Code and additional statute requirements to ensure quality assurance of statewide children’s behavioral health service system including program practices, implementation of grant programs, oversight of program implementation and design, the provision of evidence-based practices program fidelity, and strong financial stewardship of state and federal funds. Manager provides support to a team that is responsible for initiatives that span behavioral health for adults. Projects span all lines of business and may require coordination with other divisions and state agencies. The Manager III work involves helping program staff with identifying and addressing service gaps. Supports complex analysis and interpretation of data to identify trends and best practices, and makes policy recommendations to department leadership and providers, as appropriate. Coaches on development and implementation of effective methods for implementing programs and service delivery. Manager III is reviewing program performance measures and providing input into policy decisions with a data-driven approach (20%)

Ensures efficiency and quality of reports, studies, and specialized research projects and assists in the development of policy and procedure manuals. Ensures development and coordination of briefing documents, issue papers, correspondence, bill analyses and memorandums for executive management review and decision-making. Responds to legislative correspondence and requests ensuring coordination with appropriate staff. Meets with fiscal and budget staff to provide guidance and input in assessing the fiscal impact of proposed policy changes. Works on cross-agency initiatives.

Represents Behavioral Health services on committees, work groups, and projects to ensure that policy and programs are effective and resolve operational problems. Works on cross-agency initiatives and represents BHS on internal and external projects. Supervises the work of all staff and other duties as assigned. (10%)
