Summary

This position is part of the Office of the Secretary of Interior, Office of Natural Resources Revenue (ONRR), Audit Management, Outreach Audit Services and Indian-State Support, Indian Outreach, located in Farmington, NM.

This job is open to

Duties

Develop an effective Indian outreach plan by coordinating with other Federal agencies, Allottee Associations, Tribes and Industry on topics to be covered and scheduling meeting locations with dates. Assist in a variety of accounting lease review/analysis in problem resolution by receiving, handling, resolving inquiries, problems and other royalty related issues. Conduct extensive research regarding effective resolution of inquiries for reporting, paying, and compliance problems on royalties for oil and gas or other minerals located on Indian trust and restricted lands. Communicate in person and by telephone on a daily basis with Indian mineral owners, Tribal personnel, other ONRR offices, and other Federal agencies to pursue resolution of highly complex issues related to oil and gas or mineral royalties. Communicate fluently in Navajo language. Serve as technical program expert in assisting systems analysts and information technology specialists in strategizing, developing and implementing new functional and technical compliance processes and systems for ONRR.

Qualifications

At the GS- 9 level , you must meet one of the following qualifications:

A. A Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or I have a LL.B. or J.D., if related (Note: Applicants who select this response must provide transcripts as verification of their education);
OR
B. One year of specialized experience equivalent to at least the GS-7 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. More specifically, this requirement involves experience in (1) reviewing and analyzing minerals errors or exceptions; (2) resolving minerals discrepancies and routine issues with internal and external entities as appropriate; (3) using automated systems to obtain and present data to support various organizational projects; (4) responding to requests or recommending courses of action to higher-level analysts or a team leader.;
OR
C. A combination of specialized experience and graduate level education as defined above which equals 100%. (Note: Applicants who select this response must provide transcripts as verification of their education).

At the GS- 11 level , you must meet one of the following qualifications:

A. A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related (Note: Applicants who select this response must provide transcripts as verification of their education);
OR
B. One year of specialized experience equivalent to at least the GS-9 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. More specifically, this requirement involves experience in (1) analyzing and resolving issues concerning the appropriate payment of royalties and collection of royalty, production and sales information; (2) communicating with other entities concerning the collection of production and royalty information; (3) utilizing mineral industry production/financial accounting practices to resolve data and reporting issues related to the mineral industry; (4) providing assistance in defining system requirements for changed or new capabilities.;

At the GS- 12 level , you must meet the following qualification:

One year of specialized experience that is equivalent in difficulty and complexity to the GS-11 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves experience in (1) analyzing and resolving complex issues concerning the appropriate payment of royalties and collection of royalty, production and sales information; (2) conducting analysis involving communication and coordination with companies and/or other government agencies; (3) utilizing mineral industry production/financial accounting practices to resolve data and complex reporting issues related to the mineral industry; (4) defining system requirements for changed or new capabilities; (5) defining test data, and evaluating test results; (6) providing guidance and giving advice to lower level specialists.
