THE DIVISION
The Division of Virginia State Parks fulfills its mission “to conserve the natural, scenic, historic and cultural resources of the Commonwealth and provide recreational and educational opportunities consistent with the good stewardship of these lands, waters and facilities that leaves them unimpaired for future generations” by operating a system of 41 state parks that encompass over 75,000 acres; over 1200 buildings, almost 1700 campsites; over 300 cabins; over 700 miles of trails; nearly 500 miles of shoreline; 36 lakes and ponds; 11 swimming beaches; 4 international dark sky sites, and offers over 20,000 educational programs and workshops each year. Managed by a full time staff of 275 and a wage staff of 1000+ during the prime season, Virginia’s award-winning state park system boasts an incredible and diverse array of natural, cultural, historical and recreational resources; including parks in the mountains; on the ocean; on the Chesapeake Bay; on 8 major rivers; on 4 major lakes; 4 rail trails; and 3 battlefield sites, and 32 sites listed on the National Historic Registry. THE PARK
Clinch River State Park, located in Russell and Wise Counties opened in 2021. The park will be the first blue-way, state park of its kind established in the Commonwealth of Virginia. Clinch River State Park consists of two anchor properties (430 – 750 acres) connected by multiple canoe/kayak access points along about 100 miles of the Clinch River. Some of the access points will be part of the state park while other partner agencies and localities will own additional launch access points. The anchor properties and launch points will comprise a “string of pearls” along the Clinch River for outdoor enthusiasts to access the river, participate in educational programming about the river’s ecological diversity, and enjoy the beauty of what The Nature Conservancy has deemed “One of the Last, Great Places,” due to the river’s tremendous globally significant biodiversity. The anchor properties and access points are still in the acquisition phase, except for the “Sugar Hill” unit which has river access, several miles of hiking trails, and a picnic shelter; all of which are open to the public and used daily.
THE OPPORTUNITY
The Office Manager oversees a state park administrative field office and all associated functions. This includes hiring, training, scheduling, and supervising a minimum of two wage administrative employees as well as training and oversight of all park staff on the Division’s cash management procedures. The position also performs customer service duties in person, by telephone and email; oversees the park’s merchandise and retail sales operation; oversees revenue collections through point-of-sale systems, processing of delegated authority orders through Division’s Cardinal Procurement and eVA Software, procurement of goods and services, and all associated paperwork for hiring, termination and end of season separation for wage employees. Incumbent will be responsible for all payroll duties for wage employees, ordering office supplies, budget tracking and reconciliations, and reports submittals to park management. The position will oversee the park volunteer management program and completes volunteer and employee recognition award programs. This position will assist other staff in the presentation of the park’s public interpretive education programming. Position will require occasional overnight travel for training and meetings. Shifts may vary and include some holidays and weekends.
Minimum Qualifications
Experience in a customer service and/or public relations environment.
Experience with variety of office equipment and systems such as computers, Microsoft Office, Excel, Outlook, Word, Quicken, Canva, Publisher, printers, copiers and calculators.
Cash Management experience
Budget Tracking and Management experience
Individual and Group Volunteer recruitment and management
Merchandise and Retail sales experience
Additional Considerations
Previous experience in a state park or a similar setting is very helpful.
Familiarity with state accounting procedures, procurement of goods, and financial systems
Experience recruiting, hiring, supervising, managing personnel and their paperwork related to hiring submissions, monitoring timesheets, scheduling and submitting payroll.
Working knowledge of accounting/bookkeeping principles is required.
Ability to interpret policies and procedures for special use permit applications.
Ability to train staff through verbal, written and visual communications.
Experience managing inventories and assets.
Experience and knowledge of filing and record keeping policies and procedures.
Ability to present public interpretive education programming
