The Kansas Department of Health of Environment has a Program Analyst opening in Topeka.

Does grant management, public health, and rural health interest you? Join the Primary Care/Rural Health (PC/RH) team as the Grant Management Specialist to manage five federal grants and the Community-Based Primary Care Clinic state grants and positively impact Kansas healthcare providers and systems.

This position has primary responsibility for collecting grant and program-specific data, conducting data analysis, tracking fiscal processes, and participating in exciting statewide projects that impact primary care and rural health in Kansas. This position evaluates contract work plans and utilizes data and reporting analysis to demonstrate compliance with federal and state grant goals and deliverables. The position ensures accurate and complete federal and state grant reporting within designated data management systems; leads projects for grant management improvement; and troubleshoots technical issues with internal and external partners. The position also serves as the daily liaison between the Health Resources and Services Administration Electronic Handbook and the PC/RH program.

The position utilizes regional, state, and national resources to gather, maintain, interpret, and provide technical assistance to health care providers and other stakeholders. This role tracks technical assistance instances for submission for federal grant reporting and develops resources and tools that support the training needs and current capacity of primary care and rural health clinics. This position supports peers and program leadership in grant writing and completing reports.

Successful candidates will have a bachelor's degree or at least one year of experience in analytical work. Experience with electronic health records or similar databases preferred. Ability to communicate and attention to detail required.

Job Responsibilities may include but are not limited to the following:  

Manage the operations of the State Loan Repayment Program, State Office of Primary Care and State Office of Rural Health grants. Regularly monitor grant activities and upcoming deadlines. Work cooperatively with all state partners to collect program data and prepare reports for grant and/or agency related purposes. Encourage partners and providers to access federally supported information, resources and tools, including, but not limited to the Rural Information Center and the Federal Office of Rural Health Policy resources. Assist in writing grant progress reports, applications, developing project summary briefs and preparing presentations as needed. Manage multiple databases used for state and federal monitoring, tracking, and reporting on grant outcomes and state initiatives.

Plan and organize the preparation of community-based, primary care clinic grant application and reporting materials. Support the Office in maintaining and strengthening relationships with the key primary care partners, including the Community Care Network of Kansas (CNNK). Design and manage processes for the collection, review, and maintenance of affidavits and work plan deliverables to prepare compliance review reports. Maintain policy and procedure manual for the grant application and review process. Monitor grantee compliance with contract reporting expectations through communications and site visits. Develop resources, tools, and education materials to ensure external partner and provider compliance. Maintain grant project information in databases using a computerized information system.

Qualifications

Education : High School, GED Licensing & Certification: Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State. Minimum Qualifications: One year of in grant management and monitoring, or project management and evaluation. Education may be substituted for experience as determined relevant by the agency. Proofreading, editing, attention to detail. Strong interpersonal communication skills. Preferred Qualifications: Bachelor’s degree in Business, Accounting, Statistics, Healthcare or Public Administration, or other related field. Three years of experience in grant management and monitoring, or project management and evaluation. Experience in assessing needs, planning programs, and tracking program data. Experience with federal and state grant management, monitoring and auditing. Experience in communicating with local providers, or clinics to disseminate information. Experience in maintain positive relationships with sub-contractors and partners. Experience using Adobe Acrobat, Photoshop or other publishing tools. Ability to work independently and effectively.
