Description

The Office to End Homelessness (OHS) is seeking two Principal Planning Analysts to join our team. In one position, you will support the systems and providers serving families with minor children experiencing homelessness (including parenting youth households). In the other position, you will support systems and providers serving singles experiencing homelessness (including single youth experiencing homelessness).

These positions will oversee multiple contracts, and develop, maintain, and manage community partnerships. Additionally, these positions will work closely with the rare, and brief areas focused on system-wide solutions to homelessness, and work with providers to support their services to people experiencing homelessness, including problem solving issues that providers have with federal, state and county systems.

Location and hours:
These positions are hybrid and will be performed both on-site at various Hennepin County locations, and remote as job duties require. Work hours will be Monday through Friday, with typical hours of 8 a.m. to 4:30 p.m. While these positions are designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive  $500  toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In these positions, you will:

Oversee multiple contracts in the Hennepin County homelessness response system with a variety of funding streams including property tax, and federal and state dollars. Lead oversight of all programs and providers receiving funding from the contracts managed by the position. Coordinate with other contract holders within OHS to lead the request for proposal (RFP) process. Work closely with the Institute for Community Alliances (ICA) and designated Hennepin County staff to ensure all data and reporting needs in the homeless response system are met. Develop, maintain, and manage key community partnerships, specifically with homeless service providers regarding county funding and housing programming. Collect and analyze data using the Homeless Management Information System (HMIS) to support contracts and projects. Evaluate program results and prepare reports to assist management, county administration and/or policy boards in making decisions about organizational and/or community program planning. Conduct system needs and gaps analysis to determine what system-level interventions are needed to better service residents receiving services in the homeless response system. Prepare communications and present information to a variety of stakeholders on the County’s activities as needed. Facilitate community planning processes that engage people experiencing homelessness, the service provider community, and other key stakeholders. Work with providers to support their services to people experiencing homelessness, including problem solving issues that providers have with federal, state and county systems. Work closely with the rare, and brief areas focused on system-wide solutions to homelessness.  Need to have: One of the following:Bachelor's degree in any field and a minimum of two courses in research methods, analysis, statistics, project management, planning or evaluation and four years of relevant planning analyst experience.Bachelor's degree in one of the fields listed below plus three years of relevant planning analyst experience.Master's degree in one of the fields listed below and two years of relevant planning analyst experience.Ph.D. degree in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, urban/city planning, or a field appropriate to the area of specialization. Nice to have: Experience with:Human Services (e.g., homeless services, mental health, substance abuse/recovery, or supportive housing).Working with diverse populations.Serving populations of singles and/or families experiencing homelessness.Working in or with homeless response systems, including experience using the Homeless Management Information System (HMIS).Program design, start-up, and evaluation.Utilizing Microsoft Office programs (e.g., Word, Excel, Access, PowerPoint, Power BI, and Outlook). Ability to:Make sound and independent judgement.Have excellent interpersonal, analytical, project management, oral/written communication, and negotiation skills.
