Austin, United States Texas Department of Aging & Disability Services Full time
Job Description:
Interpreter/Translator I
The Interpreter is selected by and is responsible to the Translations Unit Manager (TUM) with the approval of the Directorate Manager of Quality and Information Services. Works under general supervision with moderate latitude for the use of initiative and independent judgment. Translates complex documents such as medical records (including clinical summaries and psychiatric, psychological, operative, pathology and diagnostic-test reports), work history reports, activities of daily living forms, and other evidence of record from Spanish into English with minimal consultation. Produces clear, consistent, accurate, timely, and idiomatic translations. Maintains translation and telephone logs. Interprets conference calls between non-English speaking claimants or medical sources and Claims Adjudicator (CA) or other DDS personnel. Gathers information by phone from claimants, recipients, beneficiaries and medical sources, documenting such information appropriately. Responds to inquiries on technical program issues, clarifies claimant needs, and resolves problems independently. Refers claimants to appropriate resources, including other agencies. Handles sensitive information tactfully and confidentially. Compiles and maintains glossaries of highly technical medical terminology and idiomatic regional words and expressions. Researches specialized terminology, including contacts with outside sources for technical assistance, as needed. Serves as a technical and terminological resource to unit staff. May review glossaries.

This position occasionally requires work during the weekends, holidays, and before or after normal business hours. DDS employees perform all business functions for SSA, using the federal SSA network and equipment. Homeland Security Presidential Directive (HSPD)-12 security clearance is required.
Essential Job Functions:
Translates complex foreign-language medical and other reports – including unusual, sensitive or exceptionally difficult documents – for permanent evidence of record in Social Security disability claim files. Maintains a log of translations completed.

Acts as a liaison between DE and claimants, beneficiaries, recipients, and interested third parties by responding to telephone inquiries and resolving claim-related issues requiring interpretation services.

Establishes standards for customer-focused communication and coordination within areas of responsibility and with all internal and external associates and customers.

Researches specialized topics by consulting sources such as glossaries, books, medical reports, Internet, and colleagues to accurately translate a text.

Proofreads and edits translated documents to maintain high quality standards.

Writes clear, accurate and idiomatic English texts that transfer the meaning of the original Spanish into a similar register and style.
Knowledge Skills Abilities:
Knowledge of English and Spanish at the level of educated native-born speakers, including a wide range of both technical and non-technical vocabulary, non-standard terminology, idiomatic phrases and foreign customs.

Knowledge and application of research and analytical practices.

Knowledge of general SSA regulations, policies and procedures relating to the processing of Social Security disability claims.

Skill in the use of medical terminology, including outdated terminology, familiarity with seldom-used medical terms and procedures, and ability to determine the meaning of non-standard abbreviations used in medical reports.

Skill in reading and analyzing complex medical records and materials, using one’s own knowledge base of medical terminology, in Spanish and English to accurately reflect the intent of vague or sketchy medical reports.

Skill in writing grammatically correct, accurate, and concise text in both Spanish and English.

Skill in computer use, including word processing, databases, and information technology, including advanced skill in using the Internet to access and search on-line resources, such technical glossaries.

Ability to research unfamiliar areas to determine accurate idiomatic phrasing and terminology to describe new medical procedures.

Ability to speak tactfully and effectively in English and Spanish with all levels of staff and the general public.
