This position is the Office Manager for Legal Services which requires planning, organizing, and directing the work of paraprofessionals, administrative, and technical/clerical personnel. This position maintains computerized files and assignments; coordinates training for Continuing Legal Education for attorneys and assists with technical support to attorneys and office staff; including technical upgrades of office equipment; processing time and attendance records; and maintaining personnel records for the division; act as liaison for securing information from other Kansas Department of Revenue (KDOR) divisions and external agencies. This position establishes operational methods, procedures, and forms for the administration of the cases including driver's license and tax cases which work through the administrative process, district and appellate courts. This position also prepares various statistical, financial, and special reports including balanced scorecard reports for budget preparation and implementation. The position prepares the data to support the budget estimates and reports, particularly for any prior authorizations for legal experts and retaining outside counsel. The position will also establish, evaluate, and revise objectives for the administration of Legal Services such as handling the administrative processing of driver's license suspension cases and the tax assessment cases through the informal conference process through the Board of Tax Appeals. This position also is integrally involved in the Case Management system, both in its design, implementation, and training for deployment and use by the attorneys and the administrative staff. The position monitors the financial status of the Legal Services including the monitoring of expenditures for office equipment, computers, postage, travel, and software to ensure the staff and attorneys have necessary resources to perform the job successfully. The candidate will also provide paralegal support for the attorneys in the Legal Services Division.

Qualifications:  

Education: High school diploma or equivalent.

Licensing & Certification: Incumbent is required to have and maintain a valid driver's license to perform the essential functions of this position.

Minimum Qualifications: Two years of experience in providing direction necessary to implement the objectives of an agency, program, or organizational unit. Education may be substituted for experience as determined relevant by the agency.

Preferred Experience: Paralegal Certificate or commensurate experience.

Preferred Skills: Word, Excel, PowerPoint Access, Proofreading, Editing, and Attention to Detail.

Post-Offer, Pre-employment Requirements: KBI and FBI fingerprint required due to access to Federal Tax Information files in KDOR system.
