Cl a ckama s C o u n t y D e p a rtm e n t of Human Resources is seeking a technically skilled professional to join the HR team as a full-time Hu man Re sources (HR) Business Systems Anal ys t . This is a 3-year limited-term position.

The HR Business Systems Analyst will be part of the Workforce Data Management (WDM) team within the Department of Human Resources. The purpose of the WDM program is to provide systems management, business process improvements, reports, analytics, and education services to Human Resources, County departments, and employees so they can understand and use HR systems and data to make informed decisions and achieve their strategic results. 

The HR Business Systems Analyst is an expert-level analyst, requiring both HR functional and technical skills. The HR Business Systems Analyst has a broad-based knowledge of human resource principles and practices as well as skilled in integrated computerized human resource system software applications. 

The majority of this position’s time will be spent working on a major system upgrade to PeopleSoft HCM, implementing new application functionalities, as well as supporting the implementation of a new document imaging system for HR files. This position builds project plans; ensures adherence to project schedules; provides business process support to customers and recommends solutions using HR software; leads projects related to new or enhanced business systems; monitors and responds to customer needs related to HR software; work effectively with peers to set technology priorities and conduct long-term planning as well as acts as liaison between HR staff and Technology Services in resolving technical issues.

The HR Business Systems Analyst will work with internal customers and Technology Services staff to translate business and operational requirements into workable HR system solutions. The HR Business Systems Analyst serves as a technical point-of-contact for the assigned functional areas and assists subject matter experts with ensuring data integrity, testing of system changes, report writing, and analyzing data flows for process improvement opportunities. 

THE IDEAL CANDIDATE

Competitive candidates will have the skills/ability to analyze and evaluate current business processes to identify areas of improvement and make recommendations to make the operations more efficient. This person will have a background working in Human Resources (HR) or supporting an HR function in an HRIS role or similar, with the ability to effectively manage changing and conflicting priorities and the skill to flex between high-level, strategic thinking and diving deep into analytic work and research to resolve issues.

The ideal candidate will have expertise in how HR departments work and be able to apply that knowledge to the HRIS system to provide the most efficient solutions and possess solid analytical and technical skills, with experience in all parts of the HRIS technology portfolio. Additionally, the ideal candidate will have a strong business process improvement background, with experience in PeopleSoft Human Capital Management (HCM) v9.2 and a proven track record of successful project management of multiple projects. In addition, the ideal candidate will possess the following attributes:

Experience problem-solving business issues, including leading business requirement gathering, identifying and analyzing issues as well as recommending and implementing solutions for internal stakeholders Experience with ERP software systems, such as configuring HRIS systems, creating detailed specification documentation, testing patches, and system functionality, documenting output and comparing it to the expected results, creating test scripts and coordinating end-user activities, and troubleshooting applications with the technical team Strong working knowledge and experience with HRIS systems, including implementation and supporting HCM system modules, such as recruiting, benefits, classification & compensation, performance management, workforce planning, and/or core HR workforce administration Project management experience, including building project plans, creating project scope and timeline, managing implementation & meeting deliverables within the timeline Ability to use software tools to generate user, statistical, and audit reports and queries Skill to conduct software system analysis to recommend appropriate business process changes to minimize application customizations  Effective verbal and written communication skills, including the ability to explain and present complex, technical information to individuals with various levels of technical knowledge and skill Excellent interpersonal and collaboration skills to facilitate effective working relationships

Required Minimum Qualifications/ Transferrable Skills:*

A minimum of five (5) years of relevant HR functional and technical experience that would likely provide the required knowledge and skills to perform the responsibilities of the position.  A minimum of three (3) years of experience problem-solving business issues, including leading business requirement gathering, identifying and analyzing issues as well as recommending and implementing solutions for internal stakeholders A minimum of three (3) years of experience with ERP software systems, such as configuring HRIS systems, creating detailed specification documentation, testing patches and system functionality, documenting output and comparing it to the expected results, creating test scripts and coordinating end-user activities, and troubleshooting applications with the technical team Strong working knowledge and experience with HRIS systems, including implementation and supporting specific HCM systems  Project management experience, including creating and managing project plans, progress tracking tools, timelines, scope, task lists, and deliverables Experience and working knowledge of Excel spreadsheet operations 

Preferred Special Qualifications/ Transferrable Skills:*

Strong working knowledge and experience with PeopleSoft HCM v9.2, including implementation and support for a variety of software modules  Experience working in the public sector Experience working in a union environment Experience with PeopleSoft Query Tool and/or SQL Expert knowledge of advanced Excel spreadsheet functions Project management certificate  Intermediate or Advanced skills with data analysis/data analytics software such as Power BI

TYPICAL TASKS

 Typical tasks include but are not limited to:

System Updates: Provide technical support to HR as it relates to the County's HR systems. Lead project upgrades/implementation, including: configuring the HRIS system, developing new processes and documentation, creating test scripts, and delegating or completing user acceptance tests. (40%)

Implement new best practices: Review, research, audit, and analyze current business rules, systems, and processes and make recommendations on new and revised human resources systems, methods, and processes to improve internal operations and service delivery, gain efficiency, and reduce risk by maintaining compliance with federal, state, locals, laws as well as County policies and the collective bargaining agreements. (30%)

System Support &Troubleshooting: Identify and recommend technical solutions to support business processes; maintain HRIS systems including routine maintenance, updating tables, running system processes, conducting system audits, and creating documentation. Troubleshoot and resolve system-related issues, provide training, and escalate to Technical Services or external vendors to coordinate resolution. (10%)

Data management: Create standard reports and audits to verify entries based on supporting documentation and for compliance.Review and ensure data integrity and accuracy.Utilize systems to automate processes provide data and report creations and integrate file feeds with other systems. (7%)

Project Management: Builds project plans including creating project scope, timeline, and task list, managing implementation, and meeting deliverables within the timeline. (7%)

Other duties: Research and review County policies and make recommendations for updates based on current laws, prepare HR policies and procedures, analyze legislation and regulations. Participates in maintaining compliance with employment-related laws; explains human resources processes, policies, and procedures. (6%)

WORK SCHEDULE

This position is included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday ( Fridays off ). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. 

This position is eligible for hybrid on-site/telework subject to the and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
