Job Description:
Manager IV

Reports to the Compliance Director for the HHSC Civil Rights Office. Directs civil rights client services and compliance which includes
the processing of discrimination complaints and program compliance reviews; policy and planning activities that include language
services, policy, and contract review, analyzing and interpreting federal and state legislation, rules and regulations for civil rights
program impact, website services, and training.

Establishes priorities while developing and implementing systems to conduct the
activities, evaluates effectiveness, and revising revises as necessary. Directs and guides the program leads for services,
compliance and policy and planning and staff of the Service and Compliance Sections.

Serves as a point of contact for Limited
English Proficiency and maintains the Language Services Plan for HHS. Work involves establishing, strategic plan goals and
objectives, and developing policies, reviewing guidelines, procedures, rules, and regulations for staff.

Ensures compliance with laws prohibiting discrimination including the Civil Rights Act, Section of the Rehabilitation Act, Americans with Disabilities Act, USDA FNS Instruction -1, Methods of Administration agreement with US DHHS, and Texas Labor Code Chapter 21 and Texas Government Code Chapter . requirements and other applicable federal and state civil rights laws and regulations.

Works under minimal supervision with extensive latitude for the use of initiative and independent judgment in carrying out the policies and
procedures for the compliance team in the HHSC's Civil Rights Office. Performs other duties as assigned and required to maintain office
Essential Job Functions:
EJF 1. Directs and manages civil rights services and compliance section; supervises and manages service and compliance supervisor, leads and staff.

Selects, leads, coaches, counsels, guides, and develops staff through
mentoring, training, and performance appraisal. Responsible for the service and compliance civil rights program including discrimination complaint processing, investigations, report preparations, mediations, report/ analysis, and other activities associated with civil rights service-related matters. Provides a quality review of staff on assignments and projects related to program initiatives and activities; and collaborates with agency and division staff, HHS system staff, contractors, contract administrators, clients, community
groups, and other stakeholders. (25%)

EJF 2. Directs, assigns, and reviews investigations of complaints of services-related discrimination, and briefs the Civil Rights Director,
senior management, executive staff, legislators, and external agencies on trends and results. (20%)

EJF 3. Provides highly advanced research, analysis and evaluation on complex program and policy issues and initiatives related to civil
rights; develops and interprets civil rights policies and procedures; and identifies and reviews trends in best practices and activities to
address the need for new policies and procedures and recommends improvement to existing policies and procedures. Monitors and analyzes federal and state legislation, regulations, court decisions, and initiatives relating to civil rights and HHS policies and programs and recommends appropriate response. (15%)

EJF 4. Provides guidance; and oversees development and integration of new methods and procedures to achieve full compliance with state and federal statutes prohibiting unlawful discrimination in the delivery and access to services. Reviews processes for effective techniques for evaluating agency programs’ compliance; oversees and monitors the completion of required reports; including compliance reports; determines new trends; and identifies and resolves operational problems and recommends appropriate changes
not only for Compliance civil rights staff but for the civil rights office in general. (10%)

EJF 5. Consults with internal and external groups (such as advocacy groups, compliance agencies, etc.) to serve as a liaison or to
discuss civil rights effectiveness, training needs, and/or with the intent to resolve problems. (10%)

ELF 6. Plans, develops, implements, coordinates, monitors, and evaluates results of special investigations, internal audits, research
studies, forecasts, and modeling exercises to provide direction and guidance to regional staff. Develops and reviews budgetary projections and monitors program expenditures for Compliance staff. Monitors performance measures for improving operations and
resolving ongoing problems and issues. (10%)

EJF 7. Represents CRO Director or Compliance Director at internal and external meetings and in leading projects to evaluate the
results of current efforts; and participates on behalf of CRO Director or Compliance Director in HHS system wide projects. Works with
and speaks to internal and external groups. (10%)

Knowledge Skills Abilities:
Extensive knowledge of federal and state laws including the Civil Rights Act of
, Rehabilitation Act of , and the Americans with Disabilities Act.

Extensive knowledge on service-related laws, regulations and policy including USDA FNS Instruction -1.

Knowledge of causes and
effects of discriminatory practices. Knowledge of management principles and practices. Knowledge of budget processes and financial management.

Skill in investigating complaints and investigation methodologies including research, organization, and analyzing information to substantiate hypotheses and findings.

Skill in communicating as well as presenting ideas and information.

Skill in supervision, management, human relations, and counseling. Skill in problem solving, mediation, and conflict resolution.

Skill in developing and implementing effective customer service systems.

Skill in working collaboratively and cooperatively with agency managers to negotiate resolution as well as in general with colleagues, agencies, providers, and external agencies/organizations.

Skill in use of personal
computer, database, and word processing software such as Word, PowerPoint, Excel, and Access.

Ability to direct and organize civil rights activities, to establish goals and objectives for regional civil rights that support strategic plan
measurements.

Ability to identify problems, evaluate alternatives and implement effective solutions.

Ability to develop and evaluate
policies and procedures as well as prepare reports and; to communicate effectively.

Ability to serve as the spokesperson in matters related to civil rights operations.

Ability and skill in applying general rules, laws, regulations, or theories to specific factual circumstances.
