The Oregon Department of Early Learning and Care is excited to announce a permanent opening for a Grant Support Analyst (Program Analyst 1).

This position will work a hybrid schedule of working both remotely and in the office.

This position is part of (DELC) which is an agency that prides itself on enabling Oregon's young children and families to learn and thrive. We are responsible for overseeing the state’s Early Head Start, Head Start, Prenatal to Kindergarten, and Relief Nurseries programs, licensing Oregon’s child care providers and developing systems that coordinate regional cross sector partnerships through Early Learning Hubs. DELC partners with local Child Care Resource and Referral organizations to provide professional learning, coaching, consultation and other quality improvement opportunities for early learning and care providers.

What you will do:

Support the work across the Grants Management Office using the established policies, procedures, and guidelines to provide guidance to grantees, contractors, and DELC staff for the fiscal administration of grants and contracts. Work will include but not be limited to tracking overall agreement budget and expenditures, coordination of staffing across offices to discuss organizations with multiple grant programs, process risk assessments for monitoring, support cost modeling and funding formula efforts, and administer single entity grant agreements. This position will also back up Grant Management Specialists when they are out of the office to ensure that claim approval processes are continued, and payment timelines are maintained. They may also provide some general technical assistance to grantees and contractors as needed. This position also works collaboratively with other internal agency offices to coordinate between fiscal and programmatic requirements of grant and contract funded programs.

What we are looking for:

A Bachelor's Degree in Business or Public Administration, Finance, or related degree; OR

Any combination of experience or education equivalent to three years technical-level experience in fiscal support or administration of a grant, contract, or business.

In addition, we are looking for applicants that have the following Desired Attributes:

  • Experience performing analysis of fiscal issues, recognizing problems and discrepancies, determining recommendation actions, and providing clear and accurate feedback to management staff.
  • Experience in large and small group facilitation, and in providing training and technical assistance to diverse audiences with varying levels of understanding.
  • Ability to work collaboratively in a virtual environment.
  • Use of critical thinking skills/logic and reasoning to identify the strengths and areas of concern for alternative solutions, conclusions, or approaches to problems.
  • Experience with grants, contracts, and expenditures including analysis and reports.
  • Ability to manage competing priorities and special requests while maintaining attention to detail under short deadlines.
  • Skilled at reading, interpreting, and explaining laws, rules, policies, and procedures to a variety of individuals who have differing communication styles and levels of understanding.
  • Demonstrated proficiency using Microsoft Word, Excel, Outlook to include working with databases, auditing reports, and performing quality assurance.
