Job Description:
The Director II position, Director for the Quality Data Analytics and Reporting (QDAR), is selected by and reports to the Deputy Associate Commissioner (DAC) of Medicaid and CHIP Services, Quality and Program Improvement (Q&PI). The Director II performs advanced senior-level managerial work providing direction and guidance in strategic operations and planning. The Director of QDAR represents the Health and Human Services Commission (HHSC) in its efforts to improve healthcare quality, accountability, education, and cost containment in the state.

The QDAR team is responsible for key programs incentivizing quality and alternative payment models, improving data exchange between Medicaid stakeholders, and navigating data systems for health care quality analytics and reporting. The Director II is responsible for developing policies and objectives for the team, establishing priorities, implementing and evaluating initiatives impacting healthcare delivery in Texas in accordance with state and federal laws and nationally recognized quality standards. The team is responsible for the Medicaid Health Information Exchange projects and oversees quality-related data analytics and metric reporting. The team also serves as liaisons for and provides support to advisory committees.

You will excel in this role if you have a deep understanding of Medicaid managed care in Texas, data analytics, quality and program improvement methodologies, value-based care, and strong leadership abilities. This position supervises the work of others and works under limited supervision with considerable latitude for the use of initiative and independent judgment. This role requires effective communication, strategic and innovative thinking, and a commitment to improving quality through available levers in the Medicaid program.

Essential Job Functions:
(30%) Directs QDAR activities; plans, implements, and evaluates initiatives impacting healthcare delivery in Texas in accordance with state and federal laws and nationally recognized quality standards. Develops and establishes goals and objectives consistent with legislative requirements and HHSC goals. Assesses and evaluates opportunities for quality and efficiency improvement in Medicaid/CHIP programs, proposes initiatives, approaches, and collaboration to improve quality and efficiency. Creates analyses and a systematic approach for assessing value, feasibility, and cost-effectiveness of initiatives.

(25%) Manages teams and directs staff for efficient and best use of resources and staff skills to meet QDAR, Q&PI, MCS, and HHSC objectives. Manages administrative functions for QDAR, including certain human resource and budget or other required or assigned administration or administrative duties. Oversees the management of contracts necessary for the operation of the team. Regularly keeps the Deputy Associate Commissioner (DAC) appraised of project status issues, options, risks, and other information as needed for program management, direction, and administration. Ensures communication documents are accurate, timely, complete, thorough, and processed appropriately, including for DAC review as necessary. Creates and manages appropriate organizational infrastructure to support the team’s work. Supports the professional development of team members through coaching and effective guidance and feedback.

(10%) Acts as a liaison and organizes staff support for external stakeholder advisory boards and committees focused on improving healthcare quality and efficiency. Coordinates administrative responsibilities for value and quality based advisory committees in the Medicaid program, including organizing public meetings. Oversees the development and preparation of materials in response to requests from members of stakeholder advisory committees and in anticipation of public meetings. Facilitates stakeholder committees in developing evidence-based proposals to improve value in Medicaid and other state healthcare programs.

(10%) Develops and maintains strong partnerships across HHS divisions, governmental agencies, academic institutions, stakeholder organizations, healthcare quality organizations, and researchers. Promotes collaboration between public and private entities and academic institutions to build a shared strategy for quality improvement efforts.

(10%) Represents HHSC as a subject matter expert at public hearings and meetings with legislative officials, state and federal agency officials, consumer representatives, advocacy groups, industry representatives, committees, and conferences or seminars. Manages and leads external and internal meetings to achieve objectives.

(10%) Reviews results of studies and data analysis to provide direction and guidance. Initiates, develops, and prepares reports, briefing documents, issue papers, correspondence, bill analyses, and memorandums for executive management review and decision-making.
