Job Description:
CPS Heightened Monito Supv. II

The position will be responsible for supervising HM caseworkers housed across the state who are responsible for completing safety checks at facilities. HM supervisor will be responsible for overseeing that all face-to-face visits to facilities with placement holds are conducted by HM caseworkers as per the ongoing facility monitoring agreement. HM supervisor will be making sure HM staff are interviewing children during visits to ensure the health and safety of children placed in those operations are being met. HM supervisor will work with HM staff to develop safety plans to address any immediate needs found during visits. HM supervisor will be responsible for ensuring visits are documented on IMPACT/CLASS as per policy.

HM Supervisor is responsible for traveling with and supervising HM Caseworkers. The position interacts routinely with DFPS staff, CPS Field staff, Residential Child-Care Licensing, Residential Child Care Investigations, and Residential Child Care Contracts.

This position often provides professional guidance, review and critique of work, leadership, collaborate work, consultation, and technical assistance to staff regarding program policies, procedures and activities.

Travel = 50 percent of time

This position may be housed in any Region. This position may be filled in any location statewide based on the most qualified candidate and office availability.

The position routinely interacts with all internal and external stakeholders involved in each of the assignments, including DPFS State Office staff from all divisions and regional staff and all levels. Represents CPS Program at meetings, conferences, workgroups, and other events. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Performs other duties as assigned.
Essential Job Functions:
Manages and develops HM staff to ensure services are in place for the health and safety of children.

Manages and develops HM staff through training, field visits with staff, review of data warehouse reports, individual conferences, unit meetings and review of IMPACT/CLASS documentation.

Is knowledgeable of and able to interpret program policy and procedures to HM staff.

Develops and maintains effective working relationships between HM staff, DFPS staff, Residential Child-Care Licensing, Residential Child Care Investigations, and Residential Child Care Contracts.

Makes decisions regarding implementing safety plans to address the health and safety needs of children at facilities.

Performs other duties as assigned and required to maintain unit operations.

Promotes, monitors, and ensures that respect is demonstrated for cultural diversity.

Attends work regularly in accordance with agency leave policy.

General knowledge of DFPS Residential Child Care Contract requirements.

General knowledge of Residential Child Care Licensing (RCCL) Minimum Standards for General Residential Operations (GROs) and Child Placing Agencies (CPAs) and RCCL monitoring practices.

Ability to research and write administrative reports.

Proficiency in Microsoft Software, IMPACT 1.0, IMPACT 2.0, Excel, and CLASS.

Ability to apply a critical and analytical approach to problem solving.

Ability to understand new information effectively and quickly.

Ability to develop working relationships with internal and external stakeholders.

Ability to plan, organize, and facilitate internal and external meetings and work groups for ongoing program operations.

Knowledge Skills Abilities:
Knowledge of Child Protective Services policy and procedures.
Knowledge of Texas Family Code
Skill in establishing and maintaining effective working relationships.

Skill in developing effective working relationships with CPS staff, SSCC partners, legal parties and community members.
