Summary

This position is within the Health Services Research and Development Service (HSR), Office of Research and Development (ORD), in Washington, DC. The Service is a key component of ORD within the Veterans Health Administration (VHA), Department of Veterans Affairs (VA). HSR is responsible for a major intramural research program examining the organization, delivery, financing, and management of health care and the effects on quality, cost, access, and outcomes for Veterans.

Duties

Supports management in the execution and oversight of the national HSR Program across the continuum of the research funding process (., development and dissemination of requests for proposals; intent to submit (ITS) process; SMRB pre-meeting, day of meeting and post-meeting
support; and Just-In-Time (JIT) process for approved proposals. Assembles ITS data to support SMRB panel assignments by management.

Manages, extracts, analyzes, summarizes, and presents data from HSR and ORD databases used in scientific review and research funding processes including ITS; JIT; Research Analysis and Forecasting Tool; Annual Report Tracking; ; National Institutes of Health eRA Commons Research Project Progress Report (RPPR); Portfolio Classification and Reporting Tool (PCRT); and for completion of the SMRB Annual Cost Report, etc.

Supports and monitors the HSR JIT process, including tracking receipt of necessary information and performing administrative review of JIT documents submitted to ensure their compliance with program requirements. Supports Scientific Program Managers in follow-up communications to Principal Investigators in JIT.

Develops and maintains multiple extensive databases, ensures the validity and integrity of information entered into and contained within the databases. Utilizes the databases to research, analyze, compile, organize, and summarize a variety of substantive information for dissemination and reports. Conducts detailed analyses of complex data and work processes. Prepares reports and briefs presenting data in detailed or summarized format for Congress, ORD leadership, and the Director and Deputy Director of HSR.

Identifies and resolves issues with data management and reporting and provides recommendations to management regarding modification to existing modules and the creation of new modules within these systems to capture data necessary for review more efficiently and accurately; analysis, documentation, and oversight of HSR funded projects and awards.

Performs administrative review of research applications to ensure that all required documents are included in the required format, including but not limited to investigator Biosketches and Other Support pages, and Letters of Support, and to make sure that all names included in the application
are on the Involved Personnel list. Notifies the relevant Scientific Review Officer (SRO) regarding any issues identified.

Supports management in convening SMRB panel meetings for each portfolio and each funding round by compiling and tracking reviewer information, including FACA (Federal Advisory Committee Act) status, availability, service on various review panels, VA status, etc. and verifying availability of SROs to conduct review meetings.

Researches and analyzes problems, issues, or program requirements. Researches and analyzes unstable or uncommon administrative issues, ., issues that pertain to conflict of interest, research regulatory compliance, quality assurance, annual reporting requirements, fiscal integrity, etc. Determines pertinent issues and collects relevant information from a wide variety of sources. Reviews information and applies standard analytical techniques. Develops recommendations, considers unanticipated changes and unusual factors.

The incumbent has delegated authority to act as the COR in monitoring specified aspects of contractor performance for highly complex and mission critical contract vehicles requiring significant acquisition investment. These aspects may include ensuring that the contractor's performance meets the standards set forth in the contract, ensuring the contractor meets the technical requirements under the contract by the delivery date(s) and/or within the period of performance, and ensuring that the contractor performs within the price or estimated cost stated in the contract.

Assists the Contracting Officer (CO) with market research, development of independent government cost estimates, and preparation of agency procurement package documentation. Assists the CO in evaluation of contractor proposals.
