Job Description:
CPS FBSS Supervisor I or II

Performs highly complex (senior-level) consultative services, technical assistance, and supervision of Family Based Safety Services Specialist, Admin, and Human Service Technician.

This position interacts routinely with children, caregivers, judges, attorneys, child advocate personnel, law enforcement, medical personnel, school personnel and all other aspects of the community. This position will be tasked with the management of cases which may include serious injury, sexual abuse, high profile media, and other cases of significance.

• Plans and manages unit operations to achieve project goals and objectives for service delivery by monitoring caseloads, consulting with staff on case issues, approving leave, and holding unit meetings.
• Selects, manages, and develops staff through field visits with staff, review of performance data, conferences, training, and performance appraisal.
• Interprets program policy and procedures to unit staff, other agency staff, parents, children, youth, caregivers, the courts, CASA, other stakeholders, and the general public.
• Evaluates unit performance through case readings addressing permanency and child safety, computer reports, and observation of unit operations to ensure unit compliance with policy, procedure, and service control requirements.
• Develops and maintains effective working relationships between Child Protective Services staff, Child Welfare boards, the general public, legal, medical, educational, and other community resources.
• Makes casework decisions regarding the removal and placement of children and works with county and district attorneys on legal measures to initiate on Child Protective Services cases.
• Performs other duties as assigned and required to maintain unit operations
• Promotes, monitors, and ensures that respect is demonstrated for cultural diversity.
• Attends work regularly in accordance with agency leave policy.
Essential Job Functions:
Service delivery supervision of Family Based Safety Services Specialist, Admin, and Human Service Tech

• Knowledge of agency policies and procedures.
• Skill in effective verbal and written communication.
• Skill in establishing and maintaining effective communication.
• Ability to operate a personal computer and use various software packages
• Ability to prepare clear and concise reports assessing safety risks of families exposed to childhood trauma, substance abuse, and mental health diagnosis.
• Utilize family centered practice to identify support needs and methods of intervention.
• Ability to gather, assemble, correlate and analyze facts to support assessment of safety.
• Ability to respond respectfully and effectively to people of all cultures, classes, races, ethnic backgrounds, sexual orientations, and faiths or religions in a manner that recognizes, affirms, and values the worth of individuals, families, tribes, and communities, and protects and preserves the dignity of each
• Assessing for client and child safety
• Ability to articulate an understanding of the intersection between race and poverty and the difference in outcomes and conditions that exist among specific groups as compared to other groups due to unequal treatment or services.

The position can be hired as a Supervisor I or II.

The position provides leadership for the Family Based Safety Services specializing in cases related to sexual abuse, exploitation, and trafficking.

• Willingness to work and support various duties related to child without placement.
• Performs other duties as assigned and required to maintain unit operations

Knowledge Skills Abilities:
Knowledge of permanency topics in laws, literature, and practice, the permanency issues noted in policy;
-Knowledge of DFPS policies & procedures, of programs, services, resources available locally, statewide and nationally to serve the families and their children;
-Ability to interpret program policy and procedures to program staff, other agency staff, and the general public; to work effectively with staff, community groups, other agencies, media and local government officials; and to address and attempt to resolve concerns and issues regarding cases and operating procedures.
-Ability to manage, maintain, retain and enable the growth of the workforce;
-Skills in case planning and monitoring processes;
-Skills assessing homes and facilitating coordination for children with mental, emotional, and behavioral diagnosis.
-Skills in addressing permanency issues with staff, contractors and community professionals by identifying environmental barriers, strengths and providing help in moving cases towards permanency
-Skills in effective writing and verbal communication
-Skills/experience with the Information Management Protecting Adults and Children in Texas system (IMPACT)
- Skills will creating and maintaining a team work environment with other program areas
- Ability to assess family's protective capacity
