Description:

This is a Time Limited, Grant Funded position.

Under broad supervision, the Public Assistance (PA) Deputy Manager acts as deputy to the PA Department Manager through the administration of staff in all areas including development, programming, operations, budget requirements and interagency coordination. Maintains communication with agency executives, other agencies, and community resources. Selects appropriate methods and techniques for resolving problems. Recommends or initiates personnel actions and administers agency policies. Responsibilities may include productivity planning and evaluation, staff activity, and performance evaluation of staff and contract services. Monitors compliance with agency and federal grant policies and procedures. Assists in management of the FEMA Public Assistance grant program. Requires exercise of independent judgment and initiative to perform a variety of management, including personnel and grants management functions.

Otherdutiesinclude:

·Maintaining financial accountability and compliance with grant programs through comprehensive audits, monitoring visits, financial records review, review of expenditures, and documented program outcomes

·Monitoring financial and programmatic performance and related data

·Manages the setup of records and grant summaries for new grant awards and provides information and assistance in grant closeouts.

·Preparing and assisting in maintaining grants management records, including the grants management system

·Responding to inquiries or providing information to management and third parties

·Preparing or assisting in the preparation of reports and grant summaries

·Providing support to auditors and other reviewers

·Reviewing sub-recipient files to determine compliance history and to identify potential problems.

·Scheduling appropriate compliance reviews in a timely manner

·Compiling reports of findings and deficiencies with appropriate evidence to support findings.

·Recommending corrective actions as appropriate

·Providing consultation and technical assistance to sub-recipient personnel, contractors, and other interested parties in meeting compliance requirements and planning corrective actions

·Working in the State Operations Center (RSF-1) during state-level activations

·Other duties as assigned.

Qualifications:

Bachelor's degree in business, public administration, finance or related areas from an accredited college or university AND THREE years of related experience OR Ten years of related experience.

Preferred   Qualifications:

·Master’s degree in related field of study

·Experience with the Implementation of federal grant programs.

·Experience with the Implementation of federal regulations.

·Past work experience in public - local, regional, state, or federal government or non-profit

·Policies and procedures for federal and state grant administration; and

·Experience in federal grant application and post-award administration.

Bachelor's degree in a related area from an accredited college or university AND Eight years of related experience OR Ten years of related experience.
