The Oregon Department of Corrections strives to be responsible for its impact on the environment and reducing its overall carbon footprint. The Sustainability Program Manager (Operations & Policy Analyst 4) is a resource for our institutions and green teams.  This position will work on bringing on new sustainability vocational programs and assist with grants to implement.  The Sustainability Program Manager will be the liaison with County, other state agencies, stakeholders and the Sustainability in Prisons (SPP) Network to ensure compliance with agreements and necessary requirements for the agency.  This position will ensure that the DEQ Oregon Material Recovery reporting is completed for recyclable materials that leave the CDC Recycle Center.  If this position sounds like something you are interested in, this job rotation may be just for you

Duties

Direct the agency sustainability program by implementing policies, procedures and programs while directing agency sustainability initiatives across the organization and in the community.

This position will work with Central Office, Physical Plant Managers, Regional Sustainability Managers, and Community partners, to provide an integrated approach for internal and external sustainability efforts.  This position analyzes all pertinent issues and information regarding the impact of the Sustainability program and determines the resources necessary to implement policy. Acts as liaison to the Oregon Sustainability Board and Interagency Sustainability Coordinator Network.  Prepares and directs the biennial and interim budget for the Sustainability program. This position collaborates with public and private stakeholders to identify common goals and to develop and implement strategies to achieve them.

The Sustainability Program Manager provides the DOC Policy Group with recommendations for integrating the concepts for sustainability contained in Oregon Sustainability Act (ORS 184.421), Executive Order 06-02, Executive Order 15-09 and the Governor’s 10-year Energy Plan throughout the Department, and to direct, monitor and report their implementation in all facets of the Department’s operations. The position is the Policy Group’s liaison to the Sustainability Coordinators.

This position will coordinate the implementation of policies, procedures, and programs developed to support sustainability initiatives within individual institutions and in the hosting community.  This includes the ability to: communicate and build relationships with volunteers and partners; build consensus among groups; work with committees, volunteers, and partners to implement the work plan; manage and complete assignments; and encouraging individuals and groups to complete appropriate tasks in a timely, efficient, and quality manner.  Will provides recommendations for approval on matters relating to sustainability language for contract modifications and contracts.

Minimum Qualifications

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.

OR

Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification (listed below).

Principles, methods and standards of project management.

Methods and techniques of the analysis and reporting of financial data.

Working Conditions

Requires frequent travel, including frequent overnight travel, may require periodic air travel.  Work week routinely exceeds forty (40) hours.  Daily contact with adults in custody (AIC) in an office environment or at prison sites.  May be required to use a state vehicle to conduct business.

Requirements for Employment

You must be able to pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following convictions are likely to result in being disqualified for this position: felony convictions, computer theft, identify theft and fraud. CJIS clearance is done at the conditional job offer.

The salary range listed above is for non-PERS qualifying applicants. PERS qualifying applicants may be eligible for an adjusted range. Also provided are fully paid retirement program, modest life insurance policy, paid holidays, vacation and sick leave. Position may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.
