Duties

Directs and supervises of all field engineering activities required for data collection, demolition, coordination, and construction for projects within the assigned area. Plans, organizes, and directs the engineering oversight and field inspection of contractor operations involving a wide variety of construction activities, including: borrow area and reservoir dewatering; materials excavation and processing; removal of obsolete or defective equipment; removal of dam embankment materials; construction of zoned earthfall embankment; construction of drain systems; placement of concrete spillways; construction of powerplant and pumping plant facilities and equipment; construction of fish passage and protective facilities; reconstruction of roadways; and others. Interprets plans and specifications to assure contractor compliance. Rejects or disapproves contractor's methods when it is known that results will not meet specifications. Confers with contractor representatives on matters pertaining to construction activities to resolve differences of opinion; explain changes in plans, specifications, or policy; and to insure sound construction practices are employed. Reviews construction inspection and progress reports showing work accomplished by the contractor during the shift and reflecting such items as quantities of materials placed, equipment installed, instructions given to the contractor, problems encountered, and related information. Prepares technical data on specific phases or features of construction for inclusion in special and periodic reports and memoranda or correspondence relating to the overall inspection program. Works with representatives of the Area Office or cooperating agency to insure the integration of contractor activities with existing operations and maintenance activities, as well as contract administration through the appropriate cooperating office. Serves as Contracting Officer's Representative or Alternate Contracting Officer's Representative for contracts overseen by the CEG. Investigates, monitors and reports on situations involving controversy with contractor which may lead to formal claims, including differing site conditions, contract interpretation, labor strikes or unusual weather. Provides authoritative engineering analysis, decisions, and interpretation of specifications. Reviews project plans and specifications prior to contract advertisement to determine practicability from construction standpoint.

Qualifications

To be eligible for consideration, you must first meet the Basic Education Requirement for the 0800 Engineering series. You may meet this requirement by (A) or (B) below:(A) You possess a degree in Engineering. (NOTE: Transcripts must be submitted with your application.) To be acceptable, the program must either: Lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (); or Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR

(B) You can qualify by providing documentation of one of the following: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or current licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico; or Successfully passing the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, which must include the courses specified in paragraph (A)(2) above; or A bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, provided you also have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. In addition to the basic education requirement, in order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume . To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience (1) providing technical review and approval of dam safety programs and processes including state-of-the-art repair techniques; and (2) coordinating and overseeing engineering projects or programs, using performance metrics to identify program improvements; and (3) communicating program changes and issues to internal and external stakeholders.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Selective Placement Factor: This position requires a current, valid Professional Engineering License. Failure to provide proof of such license will cause you to be rated ineligible for this position.

You must meet all requirements, including any selective placement factors if applicable, by 08/23/2024.

Education

This position does not allow substituting education for experience.

This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.
