Library Services Supervisor, Business Operations Supervisor 2 (East)

This limited duration position is expected to be a 12-month duration but may be extended or reduced based on business needs. Current employees of the Oregon Department of Corrections, Oregon Correctional Enterprise, and Oregon Board of Parole and Post-Prison Supervision may be considered as a job rotation with their current managers approval. Current employees who do not meet the minimum qualifications may be considered as a developmental rotation, developmental rotations do not qualify for work out of class compensation.

The Oregon Department of Corrections (ODOC) seeks to employ career-oriented candidates and offers employment opportunities in a wide variety of challenging occupations. Your Role:

As the Library Supervisor you will be responsible for the direct supervision and day-to-day operations of legal and library services throughout the state. This includes the recruitment, development, management, and oversight of Library Coordinators. You must ensure quarterly Performance Accountability and Feedback are completed for each staff member you supervise. You will be expected to maintain systems of recognition for staff performance that exceeds expectations as well as document and address performance that falls below expected standards in accordance with AFSCME Security Plus and AOCE Collective Bargaining Agreements.

You will be responsible for the oversight of Library Coordinator responsibilities, which include coordinating access to justice-related legal calls, ensuring adults in custody have reasonable access to institution law library services and equipment for the necessary preparation and filing of legal documents with the courts and paroling authorities, and supervising adults in custody that are assigned to work in the Law Library.

In addition to Legal and Library Services staff, you will regularly interact with staff from other Oregon Department of Corrections functional units, the Judicial Department, Department of Justice, attorneys, and other local, state, and federal law enforcement agencies.

You will conduct research and evaluate program regulations and technical policies and procedures to make equitable and legal recommendations to the Legal and Library Services Manager and Programs and Services Administrator. You will be required to serve on multi-disciplinary department and inter-governmental committees and project teams. You must conduct yourself in a professional manner that promotes a respectful workplace and address any behaviors that detract from or prevent respectful employee interactions.

Minimum Qualifications

  • Four years of lead work, supervision, or progressively related experience; OR
  • One year of related experience and a bachelor’s degree in a related field.

  • Supervision and direction of geographically dispersed staff.
  • Maintaining fiscal accountability and control over budgets.
  • Developing and implementing programs, standards, and practices.
  • Knowledge of Oregon Department of Corrections library and law library practices and policies.
  • Reviewing, researching, compiling and preparing reports, manuals, and correspondence.
  • Oregon Administrative Rules and Oregon Revised Statutes relating to law library services.

Working Conditions

In this position you will be required to work a professional work week that may exceed forty (40) hours. As a Library Supervisor you must be able to work with computer systems and programs of varying complexities, with minimal training, to transact their work and to supervise the work of institution-based Legal and Library Services staff. Work may be performed in an office setting, authorized remote work location, or in an institution setting. When working or training on the grounds of a correctional facility, the incumbent is required to follow basic security protocols and will work around AICs. There will be regular in-state travel that may include overnight stays. The incumbent will be required to arrange for or be on-site at any DOC facility to cover for staff absences. The individual in this position will be on-call in the event of declared unit and/or department emergencies. The incumbent may be asked to backfill for other managers on a short-term basis.

Requirements for Employment

You must be able to pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following convictions are likely to result in being disqualified for this position: felony convictions, computer theft, identify theft and fraud. CJIS clearance is done at the conditional job offer.

The salary range listed above is for non-PERS qualifying applicants. PERS qualifying applicants may be eligible for an adjusted range. Also provided are fully paid retirement program, modest life insurance policy, paid holidays, vacation and sick leave.
