Performs highly advanced (senior-level) business analysis work for the Special Supplemental Nutrition Program for Women, Infants and Children (WIC). Work involves overseeing and monitoring the development of system requirements and project deliverables for the Texas Management Information System (MIS) transition to WIC Electronic Benefit Transfer (EBT) system. Analyzes program needs and trends and makes recommendations for strategic system improvements. Monitors federal and state mandated requirements ensuring that the MIS complies with the EBT system requirements. This position will be the subject matter expert for the Nutrition Education and Clinic Services Unit Electronic Benefit Transfer (EBT) functions. The functions include program policies and client facing materials that provide guidance for benefit issuance and the MIS/client portal. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment Essential Job Functions:
(30%) This position will be the subject matter expert for the Nutrition Education and Clinic Services Unit Electronic Benefit Transfer (EBT) functions. The functions include program policies and client facing materials that provide guidance for benefit issuance and the MIS/client portal. Coordinates the analysis of State WIC policies and procedures to determine the effect of new technology and the transition to EBT benefit issuance. Oversees the development of and reviews requirements, complex project deliverables, design document plans, and provides comments to vendor application partners for the transition to EBT benefit issuance. Monitors federal and state mandated requirements ensuring that the MIS complies with the EBT system requirements.

(30%) Represents Texas in multi-state meetings related to system requirements, making decisions for the Texas MIS based on user feedback and business requirements. Serves as a liaison between the Texas State Agency and the Texas Association of Local WIC Directors Technology committee to identify business requirements and communication for EBT benefit issuance to improve the WIC MIS and eligibility process. Analyzes user requirements from both state agency and local agency staff and communicates testing requirements, training, and feedback to developers for enhancements to production. Consults and escalates project decisions to the project stakeholder for final decisions and approval of complex project deliverables.

(20%) Develops training curriculum and conducts training sessions to State Agency Subject Matter Experts (SMEs) and WIC contractors related to EBT benefit issuance and the Texas MIS enhancements and processes. Serves as the SME for questions and feedback from WIC local agencies and provides technical assistance as needed. Reviews quality assurance monitoring reports and responses to determine appropriateness of findings based on MIS functionality, federal regulations, and state policies. Acts as a State Agency Partner (SAP) to assigned local agencies to be the primary point of contact for timely response to WIC directors.

(15%) Reviews and provides feedback to test cases for User Acceptance Testing. Reviews communication related material about for EBT benefit issuance and other enhancements. Provides feedback prior to implementation in production. Proactively Identifies potential project risks and provides strategies for mitigation to the developers. Reviews and responds to requests and inquiries from Texas WIC local agencies, USDA, state auditors and other external customers.

(5%) Other duties as assigned include but are not limited to actively participating and or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP activation. May include alternate shift pattern assignments or location.
