Job Summary:

We are seeking a highly motivated and experienced Business Systems Analyst to join our team at the Texas Department of Aging & Disability Services. The successful candidate will be responsible for performing advanced business analysis work for the WIC program, including developing and writing planning documents, coordinating with IT staff and project managers, and serving as a liaison between IT and program staff.

Key Responsibilities:
  • Develop and write advanced planning documents, including project charters, design documents, and risk assessments.
  • Coordinate with IT staff, project managers, and program subject matter experts to prepare required planning documents.
  • Serve as a liaison between IT and program staff, providing input on project budgets and tracking and reporting on MIS project budgets.
  • Act as a subject matter expert on federal and state approval requirements for major MIS systems.
  • Participate in planning workgroups for solicitation development and ensure accuracy of information submitted on USDA required Advanced Planning Documents (APDs).
  • Identify opportunities to improve business processes and help prepare proposals to develop new systems.
  • Collaborate with state and vendor IT staff in the design of databases and implementation of database strategies.
  • Manage work plans, schedules, and daily project tasking, as well as overall system design.
  • Develop and review complex system documents to convey business requirements and support efficient system design.
  • Perform senior-level business analysis of applications and/or systems, considering customer requirements, changes in systems requirements, software releases, equipment, and architectural configurations.
Requirements:
  • Knowledge of facilitation techniques, effective management principles, System Development Life Cycle (SDLC) Methods, process improvement methods, and principles and practices of project management.
  • Skilled in eliciting business and technical requirements, communicating complex design and technical issues, writing business cases and planning documents, and providing exceptional follow-through and customer service.
  • Ability to analyze systems, processes, and procedures, write and revise standards and procedures, explain abstract concepts in concrete terms, and bring about consensus on contradicting views.
Working Conditions:

This is a full-time position (40 hours a week) with work outside of regular hours may be required. The position is classified as a full-time position with considerable latitude for the use of initiative and independent judgment.
