Job description

In Rail Services Group we are working on a diverse range of exciting projects - from making Wi-Fi available on trains, awarding and managing contractual agreements with Train Operating Companies (TOC) worth billions of pounds, to overseeing large scale, infrastructure projects. We work in partnership with Ministers and a range of private and public-sector partners.

As Finance Manager, you will utilise your financial expertise to provide day to day support on financial and commercial decisions to Project Directors, Commercial Managers and their teams that plan, specify, procure and lead rail contracts.�

The Covid-19 pandemic completely altered the financial landscape of the rail industry. Revenues dropped to a very small fraction of their pre-COVID levels.� Although revenues are recovering, the focus has shifted to:�

Supporting the rebuilding and redevelopment of rail services and the return of passengers to the network.Implementing reforms in line with the new Government's manifesto and policy.Wider collaboration across the rail industry.

In this finance role you will lead on the in-life financial analysis and assurance of train operating company�s management and statutory accounts, ensuring spend reflects value for money for the taxpayer and follows the NRC and Emergency Recovery Measures Agreements (ERMA) contractual principles.

Your key responsibilities will include

Developing and presenting financial findings and analysis at the Department�s board level meetings and approval committees.Supporting the development of the financial elements of the Request for Proposal/Invitation to Tender for new contracts, ensuring the commercial proposition is accurately reflected at the various stages of the Transport Business Case.Leading on developing an effective dialogue with His Majesty�s Treasury (HMT) to ensure that affordability issues are identified and addressed at an early stage, and Treasury concerns are handled effectively, through to final HMT approval.Leading on financial aspects in the commercial management of current rail contracts and projects including analysis, assessment and forecasting.Developing, modelling, supporting, and contributing to the long-term forecasting of rail contracts and related projects across the Rail portfolio.Providing full financial due diligence across a range of submissions and business cases.

Person specification

About You

You will be a full or part qualified financial professional and have relevant financial experience.

You will have a high attention to detail and experience of collecting, analysing and interpreting commercial and technical information, and presenting results in a meaningful way to a range of audiences. You will have a broad understanding of key financial metrics to apply accurate assessment and forecasting.�

You will be an engaging leader with excellent interpersonal skills to forge positive relationships within and outside of the Department.

Additional information

A minimum 60% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance.�

Occasional travel to London will be required to attend meetings.

Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement for the successful candidate to be able to work at least 28 hours per week.

Qualifications

Candidates are required to hold a qualification with one of these recognised professional accountancy bodies, ICAEW, ACCA, CIPFA, CIMA, ICAS or equivalent. Please confirm which qualification is held within your CV.
